Community Representatives Agree Otsus Volume II Continues & Right on Target




Representatives of traditional, religious and youth leaders in Papua Province agreed that the special autonomy (otsus) should be continued, in order to improve the welfare of the Papuan people on the condition that it must be right on target.

Ondoafi Yoka Village, Titus Mebri representing 14 villages and 12 ondoafi in Jayapura City, asked that the special autonomy system be continued in Papua. "We agree, the special autonomy should be right on target to the beneficiaries. If so far there have been those who say that Otsus has failed, that does not mean it will stop. There is no reason for the special autonomy to end, because it is in the interests of indigenous Papuans, ”he said, Friday, April 23, 2021.

The same thing was said by Sem Kogoya, Deputy Chairperson of the Papua Central Highlands Community Controller in Jayapura City. Sem assessed that so far the community only knows and hears the nominal of the special autonomy fund, but has never seen and felt the money, resulting in rejection.

According to Sem, the special autonomy funds are only managed and enjoyed by the Papuan political elites, from the executive, judicial to legislative levels, without thinking about the future of the small community who are actually devoted to receiving benefits from central government policies through the special autonomy program.

"Who actually manages this special autonomy? Is it the governor, district head, DPRP or MRP? These people only know about otsus, their value is what they know. But the target, its content or its benefits, the Papuan people do not know, "said Sem.

For this reason, Sem asked the central government through the relevant agencies and ministries to act decisively, not weakly if they had smelled and encountered suspicious signs in the use of the special autonomy funds. "That is why law enforcers, such as the prosecutor's office, court and Papua Police must be firm in this matter," he said.

Meanwhile, Pdt Johanes Wenda, as the General Secretary of KINGMI Indonesia in Papua Province emphasized that the special autonomy was born to improve the welfare of the weak, poor and unable to afford their children to get a decent education.

"But the special autonomy funds disbursed by the government did not reach or did not reach the people below. Finally now, society refuses. The special autonomy money is only enjoyed by certain people. Those who enjoy it, the money does not reach the lower class, ”explained Johanes.

Papuan youth leaders, Ali Kibay added, Otsus must continue so that there is an acceleration of regional development in various sectors in Papua, by improving four areas, namely education, health, basic infrastructure and the people's economy.

"Funds that have been disbursed from 2002 to 2021 have reached Rp. 126.99 trillion. This is of course a very large fund. If used properly and correctly, then of course, people in Papua will progress and prosper according to these four fields, "said Ali.
