EXPLANATION OF THE AREA ACCELERATE THE PROSPERITY OF PAPUA Native People

The House of Representatives (DPR) of the Republic of Indonesia has officially ratified the Three Draft Laws for the New Autonomous Region (RUU DOB) for Papua at the 26th Plenary Session for the V session of the 2021-2022 trial year at the Nusantara II building, Parliament Complex, Jakarta, on Thursday, 30 June 2022. The three bills that were passed were the South Papua Province Bill, Central Papua Province, and Central Highlands Papua Province.

The Minister of Home Affairs stated that the purpose of the division was to answer the aspirations of various elements of the Papuan community, such as regional heads, traditional and religious leaders, as well as female figures who came and conveyed their aspirations directly to President Jokowi.

The ratification of three draft laws as well as a form of government carrying out the mandate of Law Number 21 of 2001 concerning the Special Autonomy of the Papua Province.

In the notes of Dr. Bambang Purwoko as Chair of the Papua Working Group from Gadjah Mada University (UGM), the division of Papua has long been a political issue in Indonesia. The 2008 document states that the formation of the Provinces of Central Papua, South West Papua and South Papua has been included in the proposed law on the initiative of the DPR.

The Indonesian government itself has implemented Papua Special Autonomy since 2001, as a legal basis for accelerating development in Papua. Regional expansion, which has so far been delayed due to a central political decision, must be seen as one of the ways to achieve prosperity.

Based on data from the Papua Working Group of Gadjah Mada University (UGM) regarding pro and contra attitudes, there are 26% of the Papuan people who say the expansion will accelerate development and can catch up, around 14% believe the expansion will shorten the distance between the bureaucracy and improve public services, then 12% rate this will improve the welfare and economy of the community, the majority of the rest feel confident related to equitable development and the opportunity to become a regional leader is greater and only a few have a sentimental view of the new autonomous region bill.

Regarding the formation of new autonomous regions in Papua, there are crucial factors that are factors for the government to accelerate the new autonomous regions bill, including geographical conditions in Papua which are still not perfect, the area of Papua which is still dominated by forests, large coastal areas that have not been managed, isolated mountainous areas, demographic conditions, uneven distribution of the population, the quality of human resources that are still lagging behind, social, cultural, economic conditions, and there are still public security disturbances in Papua.

With these conditions, of course, an appropriate solution is needed to solve the existing problems. One of them is by expanding the territory to accelerate development, improve welfare, improve the quality of education, facilitate various forms of access and facilitate bureaucracy in the Papua region.

In general, the division of the Papua region is indeed a must for a number of reasons. If regrouped, there are 3 broad aspects of the benefits of the division of the Papua region, including from the political aspect, the division of Papua Province into three provincial regions provides an opportunity for the three best native Papuan sons to become governors, and the other best Papuan sons to occupy positions- structural positions in the new local government, from the economic aspect.

The three areas have the same natural resource potential, namely mining. Meanwhile, from the socio-cultural aspect, fostering and developing culture and customs will be more effective. Social services such as education and religion, facilities and infrastructure can be improved.

The expansion that occurs will also benefit the APBD (Regional Revenue and Expenditure Budget) in each new autonomous region, because the composition of the population will be evenly distributed and adjust to the existing population of districts/cities. The support for the Papua New Guinea also came from religious leaders/pastors in the province of Papua and the head of the Papuan Churches Association (PGGP) Pastor Albert and Pastor MPA Maury.

They assessed that the purpose of the expansion was for equitable development in Papua, to bring prosperity & progress in all aspects, to create justice for all Papuans and to have an impact on the welfare of productive age groups in Papua by opening up job opportunities, and of course accelerating development. in all sectors that have a direct impact on the Papuan people.

Currently the government continues to strive to free Papua from economic difficulties and security disturbances as the root of the problem that has not been resolved long ago, one of which is the division of the region. Descriptively, the benefits of this regional division in Papua can be felt clearly and completely.

When referring to the initial purpose of the enactment of the new autonomous region bill, which was expressed by several state figures who were directly involved or not directly involved, the sustainability of the program that has been ratified by the government must be believed to be a good and positive step for the progress of the Indonesian nation in general, and in particular for the progress of the nation. Papuan people.
