The Presidential Staff Office (KSP) said governance based on local Papuan culture is an important component in the implementation of Presidential Instruction (Inpres) Number 9 of 2020 concerning the Acceleration of Papua's Development.
"President Joko Widodo's directives regarding Presidential Decree 9/2020 and Law Number 2 of 2021 which renew special autonomy (otsus) in Papua mandate new and sustainable systems, designs and ways of working in developing the Papua region, namely through cultural approach and optimizing digital technology," said Deputy V of the Presidential Chief of Staff Jaleswari Pramodhawardani in a statement received in Jakarta, Friday.
Jaleswari said this at a coordination meeting between ministries and non-ministerial government agencies (K/L) as well as civil society organizations at the Bina Graha Building, Jakarta, on Friday, in discussing cultural strategy and the role of digital literacy in accelerating the development of Papua's welfare.
"There is a paradigm shift in which a cultural approach involving the role of indigenous Papuans becomes a priority. KSP sees good examples from the grassroots which actually if collaborating with development programs, K/L will be more strategic and will accelerate welfare development in Papua such as what we hope for together," said Jaleswari.
On the same occasion, the Director General (Dirjen) of Culture of the Ministry of Education, Culture, Research, and Technology (Kemdikbudristek) Hilmar Farid said the cultural approach in accelerating Papua's development had actually been contained in the 2020-2024 National Medium-Term Development Plan (RPJMN) and Presidential Instruction No. 9 of 2020 very comprehensively.
Therefore, programs to empower indigenous peoples through digital, cultural and economic literacy should be intensified to help drive the economic cycle according to the characteristics and wealth of the region.
"Papua's potential, which is in the form of biocultural diversity, namely the combination of diversity of natural and cultural resources in processing it, becomes strength. Management of resources based on local, contextual and just wisdom will be the key to accelerating welfare development in Papua," said Hilmar.
Currently, the Ministry of Communication and Informatics (Kominfo) through the BAKTI program has built 4G base transceiver station (BTS) towers at various points in Papua and has encouraged optimizing utilization synergistically with various cultural and digital literacy programs.
The Village and Regional Empowerment Initiative Agency (BP2DK), which is a representative of civil society organizations, also revealed that it had developed several programs based on culture and digital literacy, such as the homestay maritime tourism cooperative program in tourism areas and cocoa processing in villages with potential for cocoa plantations. .
