Former Investigator Calls KPK Failed to Handle the Lukas Enembe Case



The KPK has to go a long way in handling the bribery and gratuity case of suspect Lukas Enembe. Former KPK investigator, Praswad Nugraha, said there was a failure of the investigative strategy in handling the case.
"This is actually an investigative strategy that in my opinion has failed, yes, because before we made a suspect determination we had also conducted visibility studies in order to carry out the investigation process like what, what kind of arrest was it, what was the income of resistance like, or then what was the proof like," Praswad told reporters at the UGM Anti-Corruption Study Center (Pukat) office, Saturday (12/11/2022).

Praswad, who is also the Chairperson of the IM 57+ Institute, said that the process of just examining it was very difficult. According to him, this was due to the failure of the analysis of visibility studies, analysis of investigative risks and investigative strategies.
 
"Now the failure of the visibility studies process, the investigation planning process, the failure to measure the potential dangers experienced by investigators in the field. This is what has caused the current process of examining Brother Lukas Enembe to be limping, it is very difficult for the KPK to carry it out because earlier," he explained .
 
On the other hand, he also questioned the visit of KPK Chairman Firli Bahuri who met with Lukas Enembe. Moreover, when he was found, Lukas was already a suspect.

"My question is, on what basis did he meet with the alleged perpetrators of corruption, because in Article 36 for whatever reason it is prohibited," he said.

Praswad also mentioned Firly's capacity when he met with Lukas. In Law 19 of 2019, said Praswad, the KPK chairman is no longer an investigator.

"So that he no longer has the authority to conduct investigations of suspects. Then what is his capacity to come there? If he is then sent to accompany investigators, they should just be delivered to the parking lot or in front of the examination location," he explained.
 
The KPK, continued Praswad, had been designed to handle big cases, such as those that ensnared politicians. Including regional leaders caught in corruption cases.

"Handling cases related to political parties or political party leaders went smoothly yesterday. Why today is not smooth, this is a question for all of us to the current KPK leadership," he concluded.
