Feeling overwhelmed, Socratez Yoman Nyinyir calls Jokowi's visit meaningless



A number of discordant notes emerged after President Jokowi's working visit to Papua some time ago. They loudly stated that the visit was meaningless, without substance and impact. A person who calls himself an anthropologist and Papuan researcher stated that President Jokowi's visit to Papua was referred to as a 'lighthouse' and a 'celebration' which had no meaning in solving the root causes of humanitarian problems that occurred in Papua.

The 2-day visit related to the social sector to youth and sports, also received attention from the political priest, Socratez Yoman. According to him, Jokowi's visit has no substance and impact in solving the root problems in Papua. Meanwhile, a researcher from Papua and the University of Papua, I Ngurah Suryawan, assessed that the approach taken by President Jokowi in Papua used a "lighthouse and celebration" style, which was indicated by physical development, such as infrastructure, connectivity, and exclusive zones. On the other hand, President Jokowi is said to have ruled out the main problem faced and needed by the Papuan people, namely the threat to life due to continuous violence between security forces and independence movement groups. According to him, what the president must do is be present in the midst of problems to show the government's commitment, build the trust of the Papuan people, and recognize the dignity of the Papuan people as human beings.

Cahyo Pamungkas, a researcher from the National Research and Innovation Agency (BRIN), considered that President Jokowi's visit was merely a celebration. In the midst of prolonged conflict, displacement, and famine. His visits at the Launch of the Papua Football Academy and other series became meaningless. According to him, football and BLT are not substantive issues that Papuans need. The President should have gone to refugee areas, to places of famine, and conflict points that have become problems.

A number of criticisms that lead to these negative sentiments even though they come from figures who come from certain institutions or groups, it is certain that the opinions or judgments circulating are from their personal views. The public is expected to be able to see critically so that they do not then link the involvement of certain campuses, church circles, or even certain government agencies in the assessment.

Examining the Meaning of President Jokowi's 15th Visit to Papua

At the level of state life, every policy carried out by office holders always contains meaning, goals, and hopes to be realized. In context, since the beginning, the President's attention to an area, especially related to the Papua region, was different from his predecessors. As of 15 times, the President has visited the easternmost region in Indonesia to ensure the acceleration of development through a number of policies that are being launched.

Everyone has the right to have a voice, it could be that the background for the assessment of 'celebration' and 'meaningless' in the President's visit to Jayapura and Timika a few days ago has a certain context and content. Either a constructive criticism or an evaluation of the government's work. However, there is one thing that may have been forgotten or deliberately forgotten by the characters who gave the assessment up to the ''kidding''. There is public sensitivity in Papua which is directly proportional to the choice of diction that appears. It is possible that this assessment will make the government improve, but on the other hand, it is also necessary to pay attention to the potential negative impacts that may arise, especially at the grassroots. No one wants conditions on the earth of Cenderawasih to be far from peaceful, as is the condition of land blessed by God with an abundance of natural resources. No one wants cases of chaos to happen again in Papua, except for those who have certain interests.

The distribution of BBM Direct Cash Assistance (BLT) starting from the eastern part of Indonesia is clearly not meaningless. The delivery of BLT BBM is carried out so that people's purchasing power is better, especially in the eastern region related to the acceleration of progress and welfare. Special Staff of the Minister of Social Affairs, Faozan Amar stated that social assistance (bansos) was provided by the government to help reduce public spending. This at the same time suppressed the issue of an increase in fuel prices per September.

Meanwhile, regarding the launch of the Papua Football Academy (PFA), which is considered meaningless, it must be seen from a broader perspective. In addition to infrastructure problems to other social problems, President Jokowi is trying to give special attention to the development of football talent from Papua. Papua and football are like two poles that cannot be separated. In fact, many national football stars have been born from Papua. All Indonesian people hope that Papuan talents are nurtured well, not only in their soccer playing skills but also their attitude and integrity.

Then, during a visit to Timika, President Jokowi and his entourage visited PT Freeport Indonesia (PTFI) which is located in Tembagapura District, Mimika Regency, Papua. On this occasion, the President launched 5G Mining technology at PTFI which is the result of a collaboration between PTFI and Telkomsel as well as being the first in Southeast Asia. In his speech, the President emphasized the importance of technological intervention to advance the mining sector in Indonesia, which is generally located in remote and difficult to reach areas as well as geographical challenges and difficult connectivity. The application of 5G Mining technology supports automation and remote control while increasing PT Freeport Indonesia's work safety and productivity. On this occasion, the President was also proud that 99% of the latest technology was manned by domestic human resources, especially Papuans. He is optimistic that PTFI will continue to produce quality human resources in the mining sector in the world and contribute greatly to the progress of the Indonesian mining industry.

The Need for Several Approaches in Solving the Papua Problem

Whatever the government does to the region and the people of Papua will surely be responded to as wrong, especially in the eyes of the opposition. The political priest, Socratez Yoman, highlighted the issue of violence and human rights violations in Papua, including hunger and displacement. In the end, what he was aiming for was a request for a resolution to the Papuan problem through the door of dialogue between the central government and indigenous Papuans. This mode has been repeated and the pattern can be read. The rejection of the Otsus policy and the expansion of the new autonomous regions by a number of organizations such as the Papuan People's Petition (PRP) and the Papuan Student Alliance (AMP) always include demands for a referendum. It could be that Socratez Yoman's request for dialogue is just a prologue to the demands for the release of Papua.

So in the end, discussing the issue of Papua needs to be seen more broadly through various contexts and perspectives. The President's decision to come to Papua or to only represent his ministers clearly has meaning and importance. The pros and cons are consequences for a democracy. We just have to be critical and wise. Building an area, especially in Papua, with the conditions of separatist problems that are still volatile, requires a number of adaptive approaches and does not end up being counterproductive. The decision of the Constitutional Court (MK) which did not accept the Judicial review of the Papua Special Autonomy Law after it was previously proposed by the Papuan People's Council (MRP) further legitimizes the government's policy to accelerate Papua's progress which must be supported by all parties without exception.
