DOB Optimizing Community Services and Equitable Development



The New Autonomous Region (DOB) of Papua can optimize public services and equitable development in Cenderawasih Earth. With the new autonomous regions, community service centers, which were previously only available in two provinces, are now increasing along with the addition of new government centers in Papua.

The New Autonomous Region in Papua was officially ratified at the 26th Plenary Meeting for the 5th session of the 2021-2022 session at the Nusantara II Building, Parliament Complex, Senayan, Jakarta, last Thursday, June 30, 2022. With the promulgation of the bill on Papua New Guinea into law, Indonesia has officially had 37 provinces from the previous 34 provinces, with the addition of three new provinces in the Papua Region. The three new provinces in Papua are Central Papua Province with Nabire as its capital, South Papua Province with Merauke as its capital, and Papua Mountains Province with Jayawijaya as its capital.

General Chairperson of the Indonesian Government Science Society (MIPI) Papua Muhammad Musa'ad said that the Papua New Guinea helped increase the effectiveness of the implementation of government functions. Musa'ad, who is also the Assistant for the Economy and People's Welfare Section (KESRA) of the Regional Secretary (Sekda) of Papua Province, explained that the existence of new autonomous regions would at least give wider authority to the regions. Clearly formulating authority is an integral part of the DOB program. With clear authority, institutional and regional financial budget issues can run on the right track. Building Papua is not as easy as people in general imagine. Papua has a landscape that is mostly covered by primary forest. Papua also has a topographical condition that has high mountains in the north and lowlands in the south. Moreover, with the uneven and fragmented population distribution map and the condition of a pluralistic society, the obstacles to developing Papua become increasingly complex.

The difficulty of carrying out development and equity in Papua can be seen from the results of the Human Development Index (IPM). Jayapura City has an HDI of 79, while in Nduga Regency it has only reached 31. It is known that the HDI is an achievement of human development based on a number of basic components of quality of life. HDI can explain how the population can access the results of development in obtaining income, health, education, and so on. The higher the HDI number indicates improvement in human development, on the contrary, the lower the value indicates a decline.

Member of Commission II of the Indonesian House of Representatives, Guspardi Gaus, believes that the formation of three new autonomous regions can reduce social jealousy that can fuel conflicts in Papua. He believes that new autonomous regions can be a significant improvement solution in terms of economy, education, health access, bureaucratic/government services and so on.

In the implementation of new autonomous regions, the government must provide assistance and supervision so that development in Papua new autonomous regions can run optimally in realizing development funds in various fields. If the implementation of the new autonomous regions can run well, then this will affect the improvement of the welfare of the Papuan people.

Chairman of the DPN Pemuda Adat Papua Jan Christian Arebo said the approval of the three new autonomous regions was a very extraordinary policy given by the government to build the welfare of the Papuan people. He also believes that the formation of Papua New Guinea will be able to absorb human resources more optimally. Especially from indigenous Papuans which will certainly benefit the younger generation who have abilities in various fields.

Arebo also emphasized to those who reject the existence of the division of Papua not to use irrelevant methods to provoke the community to reject this policy. The form of provocation that is commonly found is by throwing the issue that the Papua New Guinea will open up opportunities for large-scale transmigration to Papua, and indigenous Papuans will be killed.

Invalid issues voiced by the opponents of the Papua New Guinea are usually voiced by parties who do not want to be disturbed by their power and corruption. In addition, the implementation of the new autonomous regions will certainly not be favored by the Papuan Terrorist Separatist Group (KST). KST Papua will not support the division of Papua because the new autonomous regions will increase progress in Papua as well as narrow their space for movement due to the increasing number of security forces from the presence of the new Regional Police of the Republic of Indonesia (Polda) or the Regional Military Command (Kodam) in the new provinces in Indonesia. The implementation of the Papua New Guinea is the right way to optimize public services and equitable development in Papua. With the new autonomous regions, areas that were previously untouched by development will experience rapid development accompanied by an increase in the quality of welfare for the Papuan people.
