The statement from the Regent of Central Mamberamo, Ricky Ham Pagawak, who is also currently the Chair of the Association of Regents for the Central Highlands of Papua, regarding his rejection of the division of the province in Papua has confused the public.
This statement contradicts his letter to President Joko Widodo on December 30, 2021, which stated his wholehearted support for the Central Mountains Papua Province.
In the letter numbered 131/234/Bup-MT/2021, Ricky Ham Pagawak stated that the Regent and the leadership of the Central Mamberamo DPRD agreed to support, facilitate and prepare everything related to the New Autonomous Region (DOB) in accordance with Law No. 23 of 2014.
"I hereby as the Regent of Central Mamberamo wholeheartedly issue a letter of recommendation to support the expansion of Papua Province, Central Mountains, the capital of Wamena, Jayawijaya Regency, Papua Province," the letter said.
As a form of support, in his letter Ricky Ham Pagawak said that the Central Mamberamo Regency government had prepared assistance for the expansion process costs allocated from the 2020 budget year budget until the division of the Central Mountains Papua province was formed.
In addition, the letter also stated that the Central Mamberamo Regional Government supports the Jayawijaya Regency Government in preparing the land to build a new provincial capital through a feasibility study in accordance with national spatial planning regulations.
The official letter was not only addressed to the President, but also to a number of officials. Among them are the Minister of Home Affairs, the Coordinating Minister for Political, Legal and Security Affairs, the Minister of Finance, the Chairman of the Indonesian House of Representatives, the Chairman of the DPD, the Chairman of the MPR, the Chairman of Commission II of the DPR, and the Governor of Papua.
"Thus, we have made this Recommendation Letter correctly and issued it officially according to the oath and promise of office...," wrote Ricky Ham Pagawak at the end of his letter.
Ricky Ham Pagawak's statement when speaking in front of a group of people protesting against the expansion at Kobakma, last May 31, contradicted his official letter to President Joko Widodo.
"How many years ago I had a clear statement that the Regent of Central Mamberamo rejected the name for the division of the province," he said in a video clip circulating on YouTube.
He argued that as a leader he would follow the aspirations of the people.
"If the people want it, so do I. If the people refuse, I also refuse," said the chairman of the Central Mountain Regents Association.
