Human resource development in the field of education in West Papua Province within the framework of Special Autonomy (Otsus) is expected not to focus on formal education programs without paying attention to the importance of informal and non-formal education in the regions.
Lamek Dowansiba, a literacy activist in Manokwari Regency, West Papua Province, encourages changes in the perspective of government administrators in their regions so that they also prioritize informal and non-formal education in every Otsus policy.
"The experience of the previous 20 years of the Special Autonomy period, the big concept of local government seems to focus on formal education programs, while informal and non-formal education have not been very visible," said Lamek Dowansiba, Sunday.
The chairman of the Manokwari Reading Community (KSM) encourages the evaluation of education programs and budgets, so that in the next 20 years the enactment of Law Number 2 of 2021 will be more effective in a large concept that is measurable and bound by regulations.
In particular, informal education or family and environmental education in the form of independent learning activities, according to him, is very appropriate to prepare the golden generation of Papua within the framework of Otsus for the next 20 years.
"The real face of Otsus in the field of education lies in increasing informal education from the family and community environment from an early age to reduce literacy rates before moving on to formal education," he said.
Previously, in the report on the results of the 2022 Special Autonomy Development Planning Deliberation (Musrenbangsus) at the West Papua Province level last April, it was known that the distribution and transfer of Otsus funds based on Law Number 2 of 2021 had applied in the Papua and West Papua provinces.
That starting in 2022, the transfer of Otsus funds from the center will no longer go through the provincial government, but will be transferred directly to the regional treasuries of each Regency and City Government of 70 percent, while 30 percent is transferred to the provincial government.
For West Papua Province, the transfer of Special Autonomy funds and the Additional Infrastructure Fund (DTI) phase I (first) has been transferred through the Regional General Treasury Account (RKDU) of each regional government of 30 percent starting April 22, 2022.
