Integrated Papua Development with Special Autonomy Law



The implementation of the Papua Special Autonomy Law (UU Otsus) has improved since it became Law Number 2 of 2021. The reason is because it integrates with the Papua development strategy.

"If I look at it now, it's quite improved. It seems that the development strategy for Papua has been integrated with the Papua Special Autonomy Law. Law Number 2 of 2021 mandates the formation of Government Regulations (PP) Numbers 106 and 107. Furthermore, PP 107 mandates a strategy to accelerate Papua's development," said Research Center Political Researcher at the National Research and Innovation Agency (BRIN) Mardyanto Wahyu Tryatmoko, Friday 17 December 2021.

Based on observations of previous policies. Many articles in Law No. 21 of 2001 have not been implemented in Papuan development practices.
 
However, after the issuance of Law Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Papua Province, the implementation of the articles in the new regulation has improved through several derivative regulations.

First, said Mardyanto, there is PP No. 106 of 2021 concerning Authority and Institutional Implementation of the Special Autonomy Policy for Papua. In addition, there is also PP No. 107 of 2021 concerning Reception, Management, Supervision, and Master Plan for the Acceleration of Development in the Framework of the Implementation of Special Autonomy for Papua Province. .
 
Thus, continued Mardyanto, there is a synergy between these policies to accelerate the development of Papua.

"There is a synergy there, between the Otsus policy, then the PP and the Master Plan for the Acceleration of Papuan Development (RIPPP) which is the operationalization of those policies," he said.

Mardyanto also assessed that the approaches in the Master Plan for the Acceleration of Development (RIPP) contained in Article 54 paragraph (5) of PP Number 107 of 2021 were ideal.

In it, he said, there are several approaches, such as good and transparent governance and socio-cultural development, customary territories, and ecological zones.

In addition, there is also assistance and improvement of the competence of the state civil apparatus (ASN) in the regions and the active involvement of the community.

Even so, he still appealed to the government to pay attention to some of the challenges of the latest Special Autonomy Law, such as the possibility of recentralization of authority.
