Puncak Jaya Regency, Papua is the first among other regencies and provinces in Indonesia to complete the Perkada (Regulation of Regional Heads) regarding the Regional Development Plan (RPD) for 2023-2026. This regional regulation will later become a guideline in development planning and governance by Acting/Caratekers in regions whose term of office of the Regional Head will end in 2022. Including the Regent of Puncak Jaya, Dr. Yuni Wonda, S.Sos, S.IP, MM whose term of office will end in December 2022.
Secretary of Bappeda, Bertnadus Tandidatu Seleng, S.Sos, M.Si admitted that there were obstacles at the beginning of the preparation. Where the 2022 Puncak Jaya APBD has been stipulated in the plenary session of the Puncak Jaya Regency DPRD, but on December 31, 2021, the Minister of Home Affairs Number 70 of 2021 will be issued.
"This requires that all regencies and cities whose terms of office of KDH/WKDH (Regional Heads and Deputy Regional Heads) end in 2022 must draw up an RPD," he said.
Bert said, although this is not a competition that should be raised, he revealed that it is a routine responsibility of the ranks. That this achievement is proof of the leadership's commitment, in particular, is ready to welcome the transition, which should be appreciated.
"Since the beginning, the Regent (Dr. Yuni Wonda) has been very supportive so that this RPD is immediately completed. This is a form of leadership commitment even though the KDH Vision and Mission will still exist until 2023, but according to him this is a rule that must be followed so that today This is March 10, we have reported it to the Ministry of Home Affairs," he explained.
According to the stages, the RPD of Puncak Jaya Regency for 2023-2026 which has been determined will become the legal basis for Regional Apparatus Organizations (OPD) in preparing the Regional Apparatus Strategic Plan Document (Renstra PD) which is planned to be stipulated in the fourth week of March 2022.
Asked about the constraints, Bert admitted that most regions still have difficulties in preparing their budgets. He is grateful that apart from KDH's commitment and compliance with the dynamics of the rules and the active participation of the OPD Leaders, everything can run smoothly.
Being the first to complete the RPD was appreciated by the Bangda Kemendagri, Ismail Bama.
He conveyed that based on data on Friday, March 11, 2022 at 08.15 WIB, of the 102 Provinces/Regencies/Municipalities that compiled the 2023-2026 Regional Development Plan (RPD) Document, Puncak Jaya Regency was the first Regency to establish an RPD.
"Congratulations to Puncak Jaya as the first district that has finished issuing the 2023-2026 RPD from all regencies, cities and even provinces, although the time allotted is still there," said Ismail.
Meanwhile, the Regent of Puncak Jaya, Dr. Yuni Wonda admits that this achievement is one of her achievement targets during her leadership period in order to complete the paradigm and performance of ASN in order to realize Good Governance in Puncak Jaya.
"For 4 years Puncak Jaya Regency, Praise God in a safe and peaceful condition and I can confirm almost 90 percent. During that time, I and my staff were able to work on building and rearranging the bureaucracy in accordance with existing regulations so that WTP for 3 consecutive years we can achieve. Even though we are in the interior of Papua, we are not behind with other regions in terms of development and governance, with this safe situation everything can go well and the community can move," he said.
