Depapre Sea Highway and Container Port Start Operations




The government inaugurated the marine highway route 19 (T-19) and Depapre Port on January 27 at Depapre Port, Depapre District, Jayapura Regency, Papua. The inauguration of this first service was marked by the anchoring of the Nusantara II Logistics Motor Ship which was carrying 18 containers of rice from Merauke.

Present were representatives of the Ministry of Transportation, the Papuan Government, the Papuan DPR, the regent and DPRD Jayapura and traditional community leaders. Not a few residents at the location witnessed this logistics ship docked for the first time.

"This is just the beginning. We hope that this ship will not only dock once and then it will not appear again. This is because of the sea, the trip from Merauke to Jayapura is around eight days and this is scheduled, ”said Muhammad Mussaad, Assistant II for the Welfare Sector of the Papua Regional Secretariat.

That way, he said, every eight days there should be a boat coming in and there is big homework. "This ship comes with a cargo, we hope to return to Merauke with a cargo."

Buyung Lalana, Special Staff of the Minister of Transportation for Security and Maritime Affairs, said that the sea highway aims to facilitate logistics distribution to remote, underdeveloped, outermost, and border areas.

The sea highway, he said, also aims to ensure the availability of goods, reduce price disparities, facilitate delivery of essential staples, and load back regional industrial products so that there is a balance in trade.

"The sea highway is an effective marine connectivity in the form of sea transportation that sails regularly and scheduled from the west to the east and vice versa."

The T-19 route starts from Merauke Port to Kokas Port (Fakfak), then Sorong Port. Both, in West Papua. From Sorong Port, then to Korindo Port in Supiori Regency, ending at Depapre. The Nusantara II Logistic Ship will serve this route.

Depapre Port has been built since 2009. Even though it is official, it seems that not all of it is finished. It appears that only the pier and jetty entrances are ready for use, the buildings are still in the construction stage.

Tris Kuntadi, Expert Staff of the Ministry of Transportation, stated that the construction is one by one at the same time as the operation of this port.

This Nusantara II logical KM is a government subsidy and will regularly anchor two or three times a month at Depapre Port. This ship, he said, has a capacity of 149 containers.

For that, he said, it needs the cooperation of many parties, especially the local government in providing products that can be carried away by this ship.

"We provide ships, the other party provides goods that must be transported. The cooperation of the Minister of Transportation, Papua and Jayapura, Bulog, Pelni cannot be underestimated. This is hard work, work that must be done. "

Currently, Papua's economic growth is still fully supported by the mining sector, especially mining PT. Freeport Indonesia. Despite high growth, Papua government data states that the contribution to society is only 1.045%. The hope is that in the future there will be an increase in the plantation, agriculture and fisheries sectors.

During the inauguration, only PT. PDAM Jayapura which utilizes this ship's service by loading a container of bottled drinking water. The Jayapura government plans to send less than 20 containers of wood and is currently still completing administrative matters.

Apart from the lack of products, the connecting road to Depapre Port is still the government's homework. The status of this road is a provincial road. For a long time, the road project was neglected. This condition, he said, made it difficult for large-sized vehicles to go to Depapre Port.

Mathius Awoitauw, the Regent of Jayapura, said that almost all provincial roads in his area were neglected. He has sent a letter to the Governor of Papua, a copy to the KPUPR and KSP, DPR so that these roads are converted into national roads, including Depapre, Demta, Lere Tengon, and the southern ring of Lake Sentani.

This policy, he said, should not be difficult because there has been Presidential Instruction No. 9/2020 to ministries and institutions to accelerate the development of Papua and West Papua.

"There are provincial and district authorities but there is a presidential instruction. Meaning he could be more than that. There is no need for any rigidity. KPUPR, cannot be silent because there is a presidential instruction. "

Until now, there has been no response from the KPUPR regarding the regent's request.

Who is the manager of this port and is still going through a long discussion between the local government and this institution?

Tris said that currently the port is under the authority of the Harbormaster Office and the port authority. Later, it will be submitted to the Port Business Entity Management Unit, either BUMD or BUMN.

"We will later offer who will be able to manage well."

The Regent said that this port would be managed by the Baniyau Regional Company, BUMD Jayapura.

"Under the regional company there will be a company specifically managing the port. It is managed by the original children themselves. "

Other parties who wish to be involved in managing it through a cooperation mechanism with BUMD. Awoitauw said that the opening of job opportunities after the port operates will all accept workers from this region.

“Don't say it's not ready, it's incapable. Train them so that they cooperate with the government, we train them to be ready, they can be used. Does not matter. Can."

Depapre Bay, just below the foot of Mount Cyclop. Along the coast of this bay live the Tepra tribe, consisting of many clans and spread over about 24 villages.

The coral reefs in this area are well known and are home to a wide variety of fish. Research by Matias Dimara et al, Students of the Marine Science Study Program, Department of Marine and Fisheries Sciences, FMIPA, Cenderawasih University in 2017 stated that there were around 69 types of reef fish in their research location in Depapre Bay.

The community has the Tiaitiki tradition, a local wisdom for the conservation of fish and other marine products.

Operating ports will affect the condition of coral reefs, especially in the channel zone and port area.
