Vice President asks for certainty in the aspects of Polhukam for the expansion of Papua




Vice President Ma'ruf Amin urged certainty in political, legal and security aspects (Polhukam) and budget management for the pemekaran program in Papua and West Papua.

The Vice President said that within the framework of implementing Presidential Instruction No. 9/2020 Other crucial aspects, such as land issues and financial governance of development in Papua must also be handled in parallel.

"Polhukam issues that we can note here include the issue of Special Autonomy [Otsus], the expansion of the region or the New Autonomous Region [DOB], defense and security, human rights, separatism and the management of public communications, as well as international diplomacy," he said in a written statement. from the Presidential Secretariat Bureau.

This was disclosed when chairing a meeting discussing the issue of polhukam related to Presidential Instruction No. 9/2020 concerning the Acceleration of Welfare Development in Papua and West Papua Provinces at the Vice President's Palace. In the meeting, he again reminded the need for a comprehensive evaluation of the governance and effectiveness of Special Autonomy fund distribution.

Second, the Vice President continued, the need for a new spirit, a new paradigm, a new way of working in implementing programs to accelerate welfare development in Papua and West Papua. "We have to build a new system and design, a more effective way of working in order to be able to produce leaps in prosperity for the people of Papua and West Papua," he said.

Third, the Special Autonomy policy must be consulted with all components of society in Papua and West Papua. "So that we formulate the best policy, which will make Papua and West Papua more advanced and prosperous," he hoped.

In addition, he also asked that the implementation of the Inpres mandate would truly build trust and win the hearts and minds of the Papuan people, thereby strengthening their awareness as an integral part of the Republic of Indonesia.

He believes, by prioritizing the improvement of the welfare of the people of Papua and West Papua, the security situation will be conducive, loyalty to the Republic of Indonesia will increase, and development can run well.

Currently, Bappenas has coordinated an inventory of work programs and budget allocations for ministries, agencies and the Papuan regional government.

The priority targets, according to the Vice President, are seven customary areas, and the approach is culturally through dialogue with local community leaders or local champions (traditional leaders, religious leaders, educational leaders, regional / bureaucratic leaders, youth and women leaders) as strategic partners.

"God willing, if the conditions allow, I will make a working visit to the two provincial capitals, to carry out dialogue and absorb aspirations in meetings with traditional leaders, religious leaders, provincial and regency / city regional leaders, as well as educational figures," said Vice President Ma'ruf.
