Minister of Finance Sri Mulyani said, the Extra Budget (Silpa) of the Special Autonomy Fund is high in both Papua and West Papua. He explained that the average remaining autonomy funds in Papua reached Rp. 528.6 billion per year and infrastructure transfer funds (DTI) of Rp. 389.2 billion in the last seven years.

In fact, he continued, in 2019 there was a remaining Otsus fund of IDR 1.7 trillion. Meanwhile in West Papua, he said, the average remaining autonomy funds in the last seven years reached IDR257.2 billion per year and DTI amounted to IDR109.1 billion. Meanwhile, in 2019, the remaining Otsus funds reached IDR370.7 billion.

The former Managing Director of the World Bank even highlighted the low spending on health and education, even though both are sectors that must be caught up.

In Papua, education spending is only 13.8 percent, and health 8.7 percent. Meanwhile, in West Papua education spending reaches 14.3 percent and health is only 7.6 percent.

"From the planning side, it is inadequate and there is no design on how the output will be increased with funds and spending. For infrastructure, it is necessary to have proposals that have been well planned and designed so that the budget time is given, they can be executed and not be left over, "he said.

In addition, the allocation of special autonomy funds, he said, was only centered in the provinces so that the burden became excessive, resulting in inequality between several districts in one province. The impact of this problem, added Sri Mulyani, was that distribution requests tended to be slow because it depended on planning and target targets.

Sri Mulyani noted that funding for Papua and West Papua was quite large in the last 20 years with a total allocation of special autonomy and infrastructure transfer funds reaching Rp. 138.65 trillion from 2002-2021. In addition, the transfer of finance and village funds (TKDD) from 2005-2021 reached Rp. 702.3 trillion and ministry / agency spending reached Rp. 251.29 trillion during 2005-2021.

The government proposes a revision of Law 21 of 2001 on Papua's Special Autonomy, one of which points to Article 34 regarding funding. The government proposes that the Special Autonomy Fund be extended for another 20 years with an increase in the previous allocation of 2 percent to 2.25 percent of the General Allocation Fund (DAU). The extension was made because the central government was observing gaps in Papua.
