Mandala Trikora Youth Encourages Implementation of Special Autonomy Volume II To Pursue Development in Papua

Pemuda Mandala Trikora (PMT) of Papua Province is pushing for the implementation of Special Autonomy (Otsus) volume II of central government policies to be implemented in Papua and West Papua in order to pursue development in various fields.

"Because the 2001 Special Autonomy will end soon, while development in all areas of the Papua Province is still needed, especially the human resource development sector or education, health, welfare, economy and others," said Chairman of the Papua Province DPD PMT Ali Kabiay in Jayapura City, Saturday night.

According to him, the birth of Otsus in Bumi Cenderawasih is a political bargaining position so that the people of Papua can prosper and compete with other Indonesian people.

"Otsus was born because of the presence of the issue of the desire to separate from the Unitary Republic of Indonesia, so the government would certainly give Papua special autonomy so that the people of Papua could prosper, be able to compete and even be able to develop their respective regions in Papua," he said.

The Papuan people would certainly agree if Special Autonomy volume II was actually implemented in Papua, he continued, despite the narrative of rejection by several groups, organizations or legislative elites, bureaucracy, religious leaders, traditional leaders, community leaders, women leaders , student groups.

"Because it is a dynamism and a natural thing in democracy, but what we have to see here is the reason they reject Otsus volume II, is this true the aspirations of the people of Papua or is there another political intrigue, this is what we must see detailed, "he said.

Based on observations and analysis as young Papuans, according to Ali Kabiay, in global geopolitics and national geopolitics, there are actually efforts to take Otsus volume II out of line with various reasons.

Among these are a certain elite's allergy to the overall audit and evaluation discourse on the use of volume I of Special Autonomy, Special Autonomy funds that were allegedly corrupted and the referendum issue.

"Where when there was a discourse from the central government to evaluate the Special Autonomy volume 1 and to audit the overall autonomy Funds in Papua, suddenly there were several actions from groups, organizations, elites in Papua as well as several organizations that were in conflict with various reasons, one of which is that the Special Autonomy volume I has failed, "he said.

Though this is certainly a question for all people in Papua, why suddenly after an effort and discourse from the central government to conduct an evaluation and audit of the use of special autonomy funds volume 1 and suddenly want to be rejected, this is the question.

"What's going on? Has the special autonomy fund been misused, of course this is what is happening in Papua, it is no longer a secret that the Special Autonomy Fund is being corrupted massively and structured. Groups that reject Otsus volume II look allergic to evaluation and "the audit of the Special Autonomy Fund for Volume I is over in one or two years," he said.

Since 2001 until now, Ali continued, it was strongly suspected that the Special Autonomy fund flowing into Papua (Papua and West Papua) worth Rp94 trillion had been and was being corrupted and castrated by certain groups in Papua.

So that the funds are not absorbed properly to the indigenous Papuans who are in need, because to this day, the lives of indigenous Papuans are still lagging behind in several development sectors.

"Where has all the special autonomy funds gone from? From 2001 or 2002 to 2010 the receipt of special autonomy funds for Papua and West Papua totaling Rp28,842 trillion disappeared evaporating somewhere. The Supreme Audit Agency has also announced some time ago that it had found a distortion of Otsus funds worth "Rp4,281 trillion of the total funds channeled to Papua and West Papua," he said.

Whereas in the period 2008 to 2010 Otsus funds worth Rp1.85 trillion were deposited, whereas the placement of Otsus funds in the form of deposits was contrary to article 73 paragraph 1 and 2 of Permendagri 13 of 2006.

"Some of the reasons above certainly become a pretty strong basis why Otsus volume II was rejected with a variety of reasons and arguments, of course this makes the people of Papua confused and could become victims of elites in Papua who have felt the special autonomy funds, even saving funds Special Autonomy is in the interest of groups, organizations and tribes, "he said.
