Along the way, even though it has been ratified by the DPR and the President, the fact is that the policy issue of the expansion of the New Autonomous Region (DOB) in Papua is still a highlight until demands by the opposition parties to try to resist it through various modes or activities. Unfortunately, the issue of new autonomous regions is also being ridiculed by separatists and terrorists in an effort to revive the demands for a referendum. A number of mass actions and security disturbances that have occurred in Papua and its surroundings in the last few months have always included the demand for a referendum on one of the points of their demands.
It should be a common concern that the efforts of those who opposed the new autonomous region expansion policy, which initially consisted of only a handful of separatist-based parties and opposition organizations, later expanded to some communities due to the negative propaganda carried out. The opposing parties tried to approach community leaders, traditional leaders, and religious leaders to also stand on the side of those who opposed the expansion policy. One of them was when members of the Papuan People's Assembly (MRP) were later split into several camps in response to the policy of expanding the new autonomous regions. A follow-up issue emerged that the pemekaran policy did not listen to the aspirations of the Papuan people and was only in the interests of the central government. The issue was widely used as ammunition for the opposition to exert its influence on the community, and even made a visit to several government figures who were considered influential in Jakarta to express their refusal. The expansion policy has even led to provocations of the non-involvement of indigenous peoples.
The emergence of accusations that the new autonomous region's policy of not listening to the aspirations of the Papuan people is actually contrary to the wishes of Papuan community leaders who have long wanted their territory to be expanded. The issue of indigenous peoples has certainly become a concern for the government before finally ratifying the new new autonomous region expansion law. One of them is through the making of regulations, both regional regulations and special regional regulations regarding the protection of customary forests, communities and their sources of livelihood. The government is also working on a community empowerment program based on the culture of the local indigenous people and evaluating each program on a regular basis.
One thing that must be known is that the division of territory in Papua is a mandate and implementation of Article 76 of Law Number 2 of 2021 concerning Special Autonomy (Otsus) for Papua. Law Number 2 of 2021 is a lex specialis. When other provinces were subjected to a moratorium on expansion, Papua Province received special treatment with the expansion of three new autonomous regions. The expansion of the three Papua New Guineans gives a special affirmation to indigenous Papuans (OAP) by incorporating special rules in the field of state apparatus, including the formation of ASN filling around 80% of OAP. It needs to be a common concern, especially for parties who are still in a position to reject or oppose the new autonomous region policy. That the emergence of this policy is an effort by the government to accelerate development for the welfare of the Papuan people. With new autonomous regions, services will be more effective because the government is closer to its people, the bureaucracy will be more effective and efficient, then development will be more evenly distributed throughout Papua. In line with this, a number of parties gave statements of support for the realization of the new autonomous region expansion policy.
The coordinator of the Nusantara Advocates Movement (Perekat Nusantara), Petrus Selestinus, explicitly stated his full support for the formation of three new provinces in Papua. According to him, the division is very necessary because the geographical area of Papua is very wide, in order to facilitate the government in public services. By dividing into several provinces and regencies/cities, this will accelerate development, open up new job opportunities that can be filled by Papuan sons and daughters. Because the expansion or new autonomous regions of an area is a model approach to accelerate development acceleration in the region, as well as an entity in geographical, political, economic, social and cultural unity. Meanwhile, the Tabi Customary Council Forum fully supports the new autonomous region expansion policy in Papua. Jayapura Regent Mathius Awoitauw who is also Chairman of the Association of Forums with Regional Heads throughout Tabi said that the first step that must be understood by all parties is the implementation of Special Autonomy (Otsus) which has been ratified by the central government. If there are indigenous peoples in Papua who reject Otsus, it is certain that they do not know the customs. The expansion policy by the central government and the DPR RI must be fully supported by all indigenous peoples. Because, only in that way can each region run the entire wheel of its government in its own way, with its own culture and culture. In fact, it can reach all isolated places. The most important thing is that our Papuanness should not be lost or eroded because of the new autonomous regions.
In line with this, the Head of the Sarmi Regency Tribal Customary Council (DAS), Lukas Worone said that the new autonomous region policy or regional expansion is important, so that all regions can make life choices and their government can pay close attention to local communities. We have been waiting for this for a long time, so let's support the central government's policy for the realization of new autonomous regions in the three new Papua provinces. The provision of opportunities to the Papuan people was also strengthened by the statement of a member of the Papuan People's Assembly (MRP), Toni Wanggai. Whereas the DOB policy provides space for indigenous Papuans (OAP) to occupy positions in the bureaucracy, including occupying structural positions in the local government. The absorption of indigenous Papuans into the local government structure is one of the cornerstones of customary territory-based development to accelerate the development of the expansion area. The community can participate in preserving culture by making development policy programs based on customary areas according to the cultural and natural potential of each region. Customary territory-based development provides a more targeted space for justice.
Political observer and academic from Syarif Hidayatullah State Islamic University (UIN) Jakarta, Robi Sugara, stated that the division of three provinces in Papua is evidence that President Joko Widodo wants to prioritize the welfare of the Papuan people. The expansion is also to accelerate development and service processes that must be felt by the Papuan people. In addition, what needs to be prioritized is to prepare human resources. With the new autonomous regions, sufficient experts are needed. This, of course, has not been fully fulfilled by indigenous Papuans, so it needs support from other Indonesians. Meanwhile, the General Chair of the Papuan Indigenous Youth DPN, Jan Christian Arebo, firmly stated that the expansion of the Papua province was in line with the policy of accelerating development in Cenderawasih Earth. The expansion is necessary given the vast geographical conditions of Papua when compared to Java, thus requiring a wider span of control so that public services can be maximized. In addition, the three new provinces will also absorb human resources, especially from indigenous Papuans. This of course has a positive impact on the younger generation who have abilities in various fields.
So all negative uploads and accusations submitted by opposition parties related to the policy of expanding the new autonomous regions and not listening to the aspirations of the Papuan people can be confirmed as a slander because they are contrary to the actual conditions in society.
