The long journey of plans for regional expansion in Papua has come to light. Right on June 30, 2022, the government officially ratified the Bill (RUU) for the Policy for the Expansion of New Autonomous Regions (DOB) in three new provinces into law. The state of Indonesia has now officially added 3 provinces, a total of 37 provinces.
Various responses were welcomed and prepared by both the government and the people in Papua itself. In terms of legislation, as a continuation of the ratification, the government will follow up on financing matters to the rules for the elections in 2024. In the field of preparation, the government is also providing guarantees regarding the formation of Orang Asli Papua (OAP) which dominates filling ASN positions in each new provincial area later. In addition, the security forces are also anticipating the security sector by adding personnel at several points in response to the ratification of the bill. The response from the Papuan people was also seen in several activities, such as in Merauke which unfurled a giant red and white flag for 76 meters to welcome the ratification of the regional expansion policy.
On the other hand, exploring the virtual world, which is more or less the source and influence of public opinion, seems to be split into two clusters. Online media coverage and positive public responses regarding the ratification of the policy for the division of the constructed province dominate the content and issues. However, even though it is a small scale, there are still some negative sentiments that arise in response to the ratification of the expansion of new autonomous regions into a provocation to efforts to maintain the existence of certain parties. Veronica Koman's Footsteps Regarding the Papua Issue
The appearance of Veronica Koman, who calls herself a Law and Human Rights activist as well as a lawyer for the Papuan Student Alliance (AMP) has caught the attention of the media in the last 3 years. Through some of his tweets on social media Twitter, he often speaks loudly regarding the issue of Papua, and has even been chased by the police for spreading false news or hoaxes. The incident that occurred in September 2019 began when he was deemed to have provoked Papuan students in Surabaya, East Java, through tweets on social media, such as the issue of shooting at a Papuan dormitory to the issue of the arrest of 43 Papuan students. Veronica was then charged with Article 160 of the ITE Law, Law No. 1 of 1946 and Law No. 40 of 2008, she was called by the police twice but was absent from the investigation because she was not in Indonesia. Veronica Koman was later declared a fugitive.
During his escape, he made statements on social media that he felt victimized by criminalization and intimidated by the government. One of them was when the Ministry of Finance asked Veronica to return the scholarship money she received from the Education Fund Management Institute (LPDP) as much as Rp. 773.87 million. The LPDP in its statement confirmed that it had collected back the scholarship money received by Veronica Koman. The sanction was imposed because he did not fulfill his obligation to return and work in Indonesia.
In addition to the hoax issue, Veronica Koman has also been reported to have complained to the Australian parliament asking to stop all acts of violence in Papua, including waiting for a meeting between the Indonesian government and pro-referendum groups in Papua. Besides that, he also highlighted the presence of the apparatus in dealing with the escalation of conflict in Papua, which is increasing when more and more officers are deployed in the era of President Jokowi.
It didn't stop there, in December 2020 Veronica Koman was also suspected of being the party that raised the Morning Star flag at the Indonesian Consulate General's office in Melbourne, Australia.
Called a Provocateur by the Founder of OPM
On one occasion, the founder of the Free Papua Organization (OPM) Nicholas Messet stated that Veronica Koman had absolutely no right to talk about Papuan issues. He is not a Papuan and nothing more than a provocateur who always provokes from his flight in Australia. Veronica Koman is also considered by the Papuan figure who is also the former Minister of Foreign Affairs of the OPM to seek profit from the chaos that occurred. He asked not to meddle in Papuan affairs anymore.
Provoking Again Calling Pemekaran is Devide Et Impera
Veronica Koman's call from the founder of OPM seems to have not been heeded. Shortly after the government's decision to pass the provincial expansion law, he wrote a comment on social media twitter saying that the division of Papua was a 'divide et impera' tactic. I don't know what the woman's mind is, she has always been insecure about all central government policies towards the development and progress of Papua.
Literally, divide et impera can be interpreted as 'break and rule. This strategy was popularized by Julius Cesar in his efforts to build the Roman empire by causing divisions in an area so that it was easy to control. This condition is much different from the expansion policy in Papua which is based on the limitations and constraints of a number of things, such as facilities, infrastructure, and human resources due to its too wide area. The division of the province is also intended to empower Papuan Orang Asli (OAP) in developing their territory sociologically and local wisdom based on the provisions of laws and government regulations.
Enthusiasm of Papuan People and Leaders Welcoming the Expansion of the Province
As confirming that Veronica Koman's statement is completely invalid and does not happen to the people of Papua, a number of figures and the public welcomed the ratification of the division of Papua enthusiastically and full of hope.
The Regent of Puncak, Willem Wandik stated that as a representative of the Papuans, he would like to thank President Joko Widodo and Commission II of the DPR. The government has a big heart so that it gives the division of the province in Papua. The ratification of the three new provinces in Papua can bring prosperity to the people, where areas that are quite far behind, underdeveloped, with the expansion of provinces can create one government control.
Meanwhile, the Head of the Papuan Indigenous Peoples Institution (LMA), Lenis Kogoya, stated that the Papuan LMA supports the new autonomous regions of Papua Province, namely South Papua Province, Central Papua Province, and Central Mountains Papua Province. The division of provinces is something that has long been desired by the people in these areas. LMA has a strategic role to oversee all Government programs regulated in a number of laws. Therefore, LMA will always be at the forefront to ensure the development process is appropriate and responds to the needs of the community.
From the government side, through the Minister of Home Affairs, Tito Karnavian, he stated that the division of Papua was important as an effort to advance the economy of the Earth of Cenderawasih. All processes including community aspirations related to the expansion policy plan have been passed. The division of the province is expected to be accepted by all parties for the progress of Papua's development.
