The Chaotic DOB, This Indigenous Youth Leader Asks MRP to Understand Perdasus Number 3 of 2008

Chairman of the Indigenous Youth of Saireri II Region Nabire Ali Kabiay asked the Papuan People's Assembly to understand the mechanism of Perdasus Number 3 of 2008

The request was made by the Chairman of the MRP, Timothy Murib. Timothy was asked to understand the mechanism of Perdasus Number 3 of 2008, concerning the Implementation of the Rights and Obligations of the Papuan People's Assembly.

"I think the Chairperson of the MRP must understand Perdasus Number 3 of 2008, so far we have seen that all decisions in the MRP do not go through plenary meetings," said Ali to Tribun-Papua.com, Monday (23/5/2022)

Ali said that so far the decisions have only been made by Timothy Murib, Beny Sweni and Yoel Begins who should have respected the other members of the MRP.

Because according to Ali, the MRP is a representative institution for the Papuan Orang Asli (OAP) which is bound by law.

"I asked the chairman of the MRP and his friends who rejected the formation of new autonomous regions and special autonomy, whether when they met the president they brought their aspirations to reject new autonomous regions and special autonomy they had held a plenary meeting or not," he said.

In fact, said Ali, several members of the MRP said that the MRP Chair had never implemented the plenary meeting mechanism.

It is even known that the aspiration to reject the DOB and Otsus is the aspiration of the Papuan People's Petition (PRP) which incidentally is the umbrella alliance of several separatist movement organizations in Papua.

"In Perdasus Number 3 of 2008 in Article 15 concerning the Implementation of the Right to Establish MRP Rules of Conduct, paragraph 1 states that the MRP has the right to set rules and regulations in plenary meetings to facilitate the implementation of its duties and authorities," said Ali.

In addition, the regulation also mentions in order to facilitate the rights and obligations of the MRP, as well as in paragraph 2 it is stated about the determination of the rules and regulations as referred to in paragraph 1 which was carried out after going through discussions in the plenary meeting.

"So it's clear that all MRP decisions must go through a plenary meeting attended by members of the MRP from each Pokja, what surprises me is why when the three friends went to Jakarta to bring their aspirations to reject DOB and Otsus to the President not through a plenary meeting," he said.

But at this time, Ali admitted that he was surprised because at this time, there were several members of the MRP who wanted to meet the President to support the DOB and Otsus, but the chairman of the MRP and his cronies opposed it.

"In fact, the aspirations of rejecting the new autonomous regions and special autonomy brought by the MRP Chair and several elements in the MRP are also the aspirations of the separatist group, of course the MRP Chair violates Perdasus No. 3 of 2008 article 17 concerning the implementation of the MRP's obligations," he said.

As stated in Article 17 letters 'a' to 'e', it is clear that the MRP has an obligation to defend and maintain the integrity of the Unitary State of the Republic of Indonesia and to serve the people of the Papua Province.

Second, practice Pancasila and the 1945 Constitution and obey the laws and regulations.

Then third, the MRP must foster the preservation of customary life and indigenous Papuan culture, harmony in religious life, and encourage women's empowerment.

By looking at Article 17 of the Perdasus No. 3 of 2008, Ali asked the Chair of the MRP to be loyal to the nation and state.

"The Chairperson of the MRP should not bring the aspirations of groups that are contrary to the principle of sovereignty, I think the Chairperson of the MRP and several elements within the MRP who reject the aspirations of the DOB and Otsus must immediately realize and return to the right path and no longer fool the Papuan people," he said. .

For Ali, the Chair of the MRP must be able to be an example or a reflection for the members of the MRP and also the people of Papua
