President Jokowi receives the Papuan People's Assembly (MRP) and the West Papuan People's Assembly, at the Bogor Presidential Palace, Friday (20/5). Jayapura Regent Mathius Awoitauw, who represented the group, said that this meeting discussed the New Autonomous Region (DOB) in Papua. He was also happy to be accepted directly by Jokowi and received an explanation regarding the certainty of the expansion.
"We express our appreciation and gratitude to the President. At our request for an audience, the President was well received today to clarify the confusion of information regarding the implementation of Law Number 2 of 2021 concerning Special Autonomy (UU Otsus) in Papua Province and within it the new autonomous regions. Especially for Papua Province, there are South Papua New Guinea, Central Highlands Papua, and Central Papua," he said, as quoted by setkab.go.id.
Mathius continued, the plan to form a new autonomous region is a genuine aspiration of Papuans who have been fighting for a long time. For example, South Papua, he said, had been fighting for this for 20 years.
“So, this is not something that just appeared out of the blue. These are pure aspirations, both from South Papua and from Tabi, Saereri, as well as La Pago and Mee Pago," he said.
Mathius explained that this aspiration was driven based on customary territory, not based on street demonstrations. According to him, the Papuan people hope that in the future the new autonomous regions can be their hope to accelerate prosperity in Papua and West Papua.
According to Mathius, the Special Autonomy Law is binding on all communities throughout Papua. So that there is legal certainty to manage the spaces owned by indigenous peoples based on the seven customary areas in Papua.
"We need certainty. Therefore, if there is division, it is a matter of government administration, but to Papua it is bound by the Special Autonomy Law. Our problem is implementation. Must be consistent, both Central Government and Provincial Government, Local Government. That's where the real problem lies," he said.
The Special Autonomy Law will also provide legal certainty regarding the management space for mapping rights to customary areas. With this legal certainty, it is hoped that the land problem in Papua will be resolved.
“The Papuan conflict is actually a land issue. Therefore, there needs to be certainty here and he can solve, reduce problems in Papua, and the certainty is only through the Special Autonomy Law," he added.
Mathius continued, DOB will also bring public services closer to the community because the main challenge is geographical conditions. “No matter how much the funds are lowered in Otsus, if the geography is difficult, as it is now, it will still experience extraordinary obstacles. Therefore, the New Autonomous Region is a solution to accelerate the welfare of Papua and West Papua," he explained.
