The South Papuan Community Alliance discussed 14 agendas to be mutually agreed upon in preparation for welcoming the expansion of the New Autonomous Region (DOB), namely South Papua Province (PPS).
The meeting took place in the Noken Sai Hall of Merauke, Friday (27/5/2022) guided by the Facilitator Figure for the Establishment of the Province of South Papua, Drs. Johanes Gluba Gebze (JGG) and two resource persons, namely the Chancellor of Uncen Dr. Ir. Apolo Safanpo and Unmus Chancellor Dr. Drs. Beatus Tambaip.
The 14 points discussed are:
1. Determination of the zero point of the PPS capital city which is easily accessible to both the government and the community.
2. Preparation of the grand design and master plan for the PPS capital city.
3. Confirmation of views on the symbol of the PPS area.
4. Thanksgiving activities for the stipulation of the PPS Law and the pick-up of the Governor's carataker.
5. Preparation of PPS regional apparatus with priority for human resources from the four ulayat land stakeholders and the percentage of recruitment patterns for local HR and Nusantara HR.
6. Selection process and mechanism for candidates for legislative members appointed for DPRK, DPRPS and the possibility of appointing DPR RI and DPD RI on an affirmative basis, South Papua electoral district and regional delegates.
7. Involvement of political parties in preparing political cadres to be elected through direct elections at the district, provincial and central levels.
8. Selection and election of KPU and Bawaslu members.
9. Build a monument using the traditional/cultural symbols of the 6 major tribes of the Anim Ha customary territory.
10. Granting the mandate of Papuan authenticity which is discussed specifically in each customary territory.
11. Initial PPS financing.
12. Inventory of strategic infrastructure development in supporting the placement of effective governance, implementation of development and public services.
13. Recruitment of MRP PPS.
14. As well as other suggestions that developed in the discussion.
The theme of this meeting was, "Instrumental design, governance of governance, implementation of development and community services in the new autonomous region of South Papua Province are effective, efficient and focused from the beginning." And the sub-theme, "With the grand design of PPS development and the master plan of the first lady, PPS will become an effective regional control coordination instrument and realize the PS area as a commonwealth area."
Merauke Regent Romanus Mbaraka, MT, when opening the discussion, said that progress towards PPS continues, just waiting for the results. For this reason, he emphasized that all parties must be united to accept PPS. There should be no thought that PPS makes Papuan Orang Asli (OAP) increasingly marginalized or extinct, but the presence of OAP will bring OAP forward and develop.
"Let's unite to move forward. There will be no extinction of indigenous Papuan people in South Papua. So we do not become extinct in the development or change of the world, we must believe in God. As a child of the country I want to say that OAP will not become extinct. We are growing and ready to compete,” said Romanus.
It was also conveyed in the discussion that it must be gentle and with a cool head to express thoughts. Because, then it is processed in one stage and then determined, because the current mind will be continued to the next generation.
"If this June can be fast, it means that he is included in the 2023 State Budget Financial Note. So it must be pushed together so that the realization of the law is not later than October 2022," said Romanus.
Dakam was admitted, Stevanus Balagaize representing the youth of South Papua conveyed input to pay more attention to the progress of education for OAP and its supporting facilities. Then, for PPS, there must be 2000 PNS specifically for Indigenous Papuans without tests and the distribution of human resources for PPS from four districts needs to be prepared so that they do not fight each other and cause conflict.
The following input, must make a special plan to make indigenous Papuan people exist in non-urban places, enter the city and leave the villages. And the recruitment of high-ranking officials, 80 percent of OAP must be implemented.
Yohanes Raitop, a representative of the Wambon/Mandobo traditional institution, suggested that discussions should be held regularly and from the grassroots of the community in order to hear directly the hopes of the indigenous people, as well as many suggestions and inputs from all sides.
Listening to the many inputs and suggestions, the initiator of the expansion of PPS, JGG said that a good answer lies in good design and work. “The discussion about the grand design is absolute, what you complain about and input related to the main things will be accommodated which will be our work together in the future. This is what our design pattern will look like in the future.
Later we will invite smart people who will help formulate. Grand design must be fast, the center has made it fast, why don't we hurry. Grand design is good, your disappointment will turn into joy," said JGG.
Uncen Chancellor Apolo Safanpo said that for the past 20 years Otus could not be optimal, it is hoped that in the future this Papuan specialty will be stronger and directly beneficial to OAP.
"We must prepare well from now on and we hope that with the presence of PPS, there will be special regulations that we will make in South Papua," he said.
The meeting will be continued on the following occasion by presenting regional leaders and SKPD from four districts namely Merauke, Mappi, Asmat and Boven Digoel.
Finally, JGG emphasized that those who started lobbying for rubber workers had to understand all aspects, so that they would be able to bring PPS to a definitive level.
