Papua Development, Minister of Communication and Informatics: Government Orchestration Through Task Force



The Indonesian government has completely changed its approach to handling and development in Papua. President Joko Widodo (Jokowi) has directly appointed Vice President KH Ma'ruf Amin to handle the acceleration of Papua's welfare.

Minister of Communication and Information (Menkominfo) Johnny G Plate stated that the government is currently also improving the coordination and orchestration of public communications so that policy changes can be understood both at home and abroad.

“The President himself has appointed the Vice President to specifically handle this. Changes in patterns and methods, as well as changes in policy, used to be well communicated," he said at the Coordination Meeting for the Establishment of the Papuan Public Communications Task Force, at the Ministry of Communications and Informatics Office, Central Jakarta, Tuesday (21/12/2021).

The Minister of Communication and Information emphasized that the policy change was also accompanied by a change in communication in order to change public perception. According to him, many policies and developments have taken place in Papua but have not been conveyed properly. Therefore, in the future, communication needs to be carried out with stronger coordination.

"I see that we have to change the pattern that used to go to work in a sectoral way, now we have to work in a coordinated manner so that our strength and coordination becomes better and stronger," he said.
 
According to Minister Johnny, in a meeting with Vice President KH Ma'ruf Amin recently, many discussed changes in approach in accelerating the welfare of Papuans. One of the changes was conveyed by the TNI commander in accordance with the results of the deepening and evaluation of policies so far.

"Relevant ministers have also conveyed how we take sides, including taking a welfare approach to Papua to directly translate the alignments of the Head of State," he explained.

One of the things that became a concern in the meeting with the vice president was related to the implementation of public communication. According to the Minister of Communication and Informatics, it is time for the optimal use of communication channels and media.

"Perhaps, at our meeting, the Coordinating Minister for Political, Legal and Security Affairs has reported to the Vice President and the meeting participants that we are setting up some kind of Task Force or Communications Task Force, but this Task Force or Task Force must be flamboyant," he said.

The flamboyant approach, according to Minister Johnny, is related to communication diplomacy involving all important decision makers. “The communication must be flamboyant diplomacy, so the involvement and multiplication of all decision makers is important. I don't want the content to be removed from Kominfo (only), but it needs to provide an overview of major changes in attitudes and policies as well as taking sides with Papuans," he explained.
 
In addition, the Minister of Communication and Information also encourages public communication to be carried out with a new approach according to the steps that have been taken by the TNI. "To build trust not only from the international community, but also the people or Papuan leaders as part of the children of the Indonesian nation," he said.

According to Minister Johnny, this can be done with solid teamwork by using an accurate and well-orchestrated message substance orchestration.

"We form a team that is really solid and can convey accurate substance. We have to package with others so that the orchestration is right and reaches the target. To bridge all of this, we form a Task Force or Task Force, if necessary later it will be made or prepared with a strong legal umbrella," he said.

According to the Minister of Communication and Information, the final target is that the President's policies and directives can run well through the use of communication and information channels that are managed together. In addition, the implementation of public communication will be more effective.

"Don't let the gap between what is being done and the direction of President Joko Widodo, can't work because it is not well orchestrated in all Indonesian communication channels. Everyone has their own communication channel, which we use with information that has been managed together. So it can be effective," he said.

Minister Johnny stated that the involvement of all parties does not mean only from the government's side, more than that it will involve various groups, both academics, observers to technical implementers in Papua.
 
“So, when we perform, it is not only sectoral, but there is orchestration. So the public communication must be total from the very technical to the policy. We also need good Indonesian writers, with whom we can talk to form a good opinion," he said.

According to the Minister of Communication and Informatics, the implementation of communication orchestration is not only carried out by using channels and synchronizing information, but also requires mutual commitment and support, especially to develop a common agenda, share roles and tasks to the closest level to the target audience.

"In fact, if necessary, we together make the agenda setting. Whoever performs in front or behind, we will play the orchestration. With the hope that the leadership of our institution has the same commitment and how that commitment is conveyed to a more technical level below it so that it can be connected," he hoped.

According to Minister Johnny, the government has taken a lot of approaches to welfare in Papua. Both in the allocation of a larger APBN, then efforts to bring government services closer, including the discussion of plans for the expansion of provinces.

"Don't let the public not know. Now, in fact, the APBN spends more on Papua. Every institution has moved from the Police, TNI and other ministries. Each of them, but from a unity of interest under the leadership of President Joko Widodo, it is clear for a better approach to welfare and government services," he explained.
