The Government will Extend and Tighten Supervision of the Papua Special Autonomy Fund




Coordinating Minister for Political, Legal and Security Affairs Mahfud MD said the government would extend the special autonomy fund (Otsus) policy for Papua and West Papua. Mahfud said the government would also increase the amount of special autonomy funds for the two provinces. Although, he did not mention the amount of funds the central government would provide.

"Special autonomy does not need to be extended, it has been in effect since 2001 and does not need an extension. only the funds that are extended, the special funds, ”explained Mahfud through an online statement received by journalists on Wednesday (31/3).

Mahfud explained that the government will tighten supervision of the extension and increase of the special autonomy budget for Papua and West Papua. This is because he received a report from the Financial Transaction Reports and Analysis Center (PPATK) that hundreds of billions of rupiah of special autonomy funds were not spent through banks. As a result, the government cannot find out local government spending from the special autonomy fund.

He considered that development in Papua was not evenly distributed and the level of community welfare was still low. According to him, this is because the security situation in Papua is not conducive and there are high corruption cases.

Mahfud compared the eradication of corruption in Papua, which was around Rp. 17 billion in 2020, compared to other regions that reached trillions of rupiah.

"We need a clear calculation of how much the state has lost there. I know there are problems there, it is difficult to conduct audits and bookkeeping is not standard," Mahfud added.

Mahfud said the president had also issued a Presidential Instruction and a Presidential Decree so that ministerial programs could be integrated so that they could become a solution to the problems of welfare in Papua.

Deputy Coordinator of Indonesia Corruption Watch (ICW) Agus Sunaryanto suggested that the government form a supervisory team consisting of a number of institutional ministries. Including state institutions outside of supervision such as the Public Information Commission. The goal is to increase the supervision and transparency of the Papua and West Papua Special Autonomy funds so that they can be maximized.

"It's been years. So law enforcement and supervisory agencies such as the Inspectorate, BPK, BPKP, KPK may even need to involve other state institutions," Agus explained to VOA, Wednesday (31/3).

Agus also asked the government to listen to the voice of the Papuan people regarding the use of the Papua and West Papua Special Autonomy funds. For example, by conducting a community satisfaction survey about the Special Autonomy fund.

Last year, the Coordinating Minister for Political, Legal and Security Affairs Mahfud MD conveyed that the total autonomy funds disbursed by the central government for Papua and West Papua from 2002 to 2020 reached more than Rp. 90 trillion.
