The Ministry of Transportation in this case the Directorate General of Sea Transportation through the Directorate of Traffic and Sea Transportation synergizes sea and multimodal toll roads in the interior of Papua, namely the Bintang Mountains Regency.
Bintang Mountains Regency is one of the districts in Papua. Access to the Bintang Mountains can only be reached by air, so the price of basic necessities and logistics in the Bintang Mountains is very high because of the high costs incurred in shipping goods using air transportation.
Director of Traffic and Sea Transportation (Dirlala), Antoni Arif Priadi, said that the price disparity in the region is carried out by means of mutlimoda transportation, in which goods carried by Sea Toll ships are then transported by other modes of transportation to reach the mountainous area.
"This multimodal transportation is the synergy of the sea, land and air bridge toll roads with the Surabaya-Merauke-Oksibil route," said Dirlala, Thursday (8/4/2021).
The logistics sender to the area is a company located in Surabaya with a local shop recipient located in Oksibil District, Bintang Mountains Regency.
"Goods sent are in the form of basic necessities such as sugar, rice, instant noodles, and others," said Dirlala.
Meanwhile, Expert Staff of the Minister of Transportation for Multimodal Logistics and Safety, Cris Kuntadi, said that the Ministry of Transportation implemented three programs as a form of multimodal support for logistics distribution and also as an effort to reduce price disparities between the western and eastern regions.
"This program is a combination of sea tolls, in which goods in the form of staple goods and logistics are brought from Surabaya by ship to Merauke. Then proceed with land pioneer mode transportation to be taken to Mopah Airport, then sent via an air bridge to Gunung Bintang Regency, which is served by Oksibil Airport to be distributed to lapters in the area, "he said.
With this multimodal presence, prices are not only cheap in Merauke, but also cheap to the people of the Bintang Mountains.
However, Cris hopes that areas in Papua, especially the Bintang Mountains, can fill up the return cargo to be brought to Java Island.
"Our hope is that after implementing this program there will be support from the local government on how excess goods from Merauke and from the Bintang Mountains will be brought to Java, so that transfers occur and there is a reduction in cargo inbalance, from west to east and from east to west, so that price disparity is also low, "he said.
With the presence of multimodal transportation, it is certainly a new hope for the people of Bintang Mountains to be able to get cheaper prices for basic necessities. Bearing in mind, the multimodal transportation of sea, land and air bridges is a subsidy from the Government through the Ministry of Transportation for 3TP areas (underdeveloped, outermost, frontier and border).
Previously, the sea highway only reached the port. However, with the presence of multimodal transportation, the transportation of basic goods and logistics carried out by sea toll becomes more targeted because with the synergy with land and air bridge pioneering transport, these goods will be distributed directly to the people of the Bintang Mountains with the hope that the price of these goods will become cheaper than before.
"The presence of multimodal connectivity as President Jokowi's breakthrough in realizing development justice through indicators of prices for national goods in the central highlands of Papua, regardless of distance and access issues in accordance with regional characteristics," said Dr. Laus DC Rumayom Deputy V, Presidential Staff Office who was also present during the multimodal process.
Also attending were the multimodal implementation process of the Gunung Bintang Regent, the Deputy Regent of Merauke and business actors such as the Farmers' Alliance, JPT, Consignee, Shipper and also ALFI / ILFA.
