The expansion of an area is seen as an innovation in order to accelerate development by increasing the quality and ease of obtaining services for the community. The expansion of this area is part of an effort to develop the ability of local governments to reduce the range of government control so that it is considered to increase the effectiveness of government administration and management of development.
The function of this division of an area is the desire to provide better services to the public, as seen from a limited and measured area of authority. Through this system, it is hoped that the service area will be wider, but still in regional development planning with a more insulated scale. So that public services for local needs will be more available.

Based on this function, the government approved the plan to expand the region in Bumi Cendrawasih as an initial step to distribute welfare. Namely, in areas covering Merauke, Mapi, Asmat, Boven to Digul. The region was chosen because it already has five districts and cities. This is the main requirement for expansion. It was also stated that in Papua there are seven major tribes who asked for this plan to be implemented immediately, and of course the Governor agreed to it.
Even though there has been a green light from the Papuan people, they do not want to rush to decide too early in the expansion process. Tito emphasized that there would be further studies along with careful considerations. If it is indeed good to implement the expansion, it will be carried out in stages according to the availability of funds.
Referring to a number of literatures, a measure of whether an area is progressing or not can be seen from the welfare of its population. One of the parameters that can be used as the basis for progress in this area is the availability of adequate infrastructure and is able to support the needs of its citizens. Acceptable infrastructure services are considered to improve the welfare of the community. This is because the infrastructure coverage covers an inseparable series. Among other things, educational facilities, socio-culture, health facilities and others. Which role is needed by society in order to achieve a better life.
