The President approved the offline CPNS test in Papua

President Joko Widodo (Jokowi) agreed with the proposal of the Papua Provincial Government to hold an offline Civil Servant Candidate (CPNS) test.

The Governor of Papua, Lukas Enembe, along with 29 Regents and a Mayor met with the President at the State Palace, Bogor, Friday (5/10/2018). Apart from the Regent and Mayor, also attending the meeting was the Chairman of the Papua People's Representative Council (DPRP) Yunus Wonda and the Chairperson of the MRP Timoteus Murib.

In the meeting that lasted about 45 minutes, President Jokowi agreed with the proposal of the Papua Provincial Government and the district / city governments in Papua Province to conduct an offline CPNS test in receiving the 2018 CPNS formation.

Jokowi conveyed that he had actually confirmed the CPNS offline test questions to the Minister of State Apparatus Empowerment-Bureaucratic Reform (PAN-RB). However, due to a change of ministers, this has not been implemented. For that he asked the Papua Provincial Government to coordinate with the Ministry

The governor of Papua, after the meeting, said that the provincial government together with the PAN-RB Ministry would arrange for the CPNS test mechanism to be held offline.

"Papua has its specialties. The President agreed with our proposal. We'll arrange the test mechanism. I have assigned the third assistant to coordinate with the PAN-RB Ministry next Monday, ”said Governor Enembe.

Until now, the Papua Provincial Government has not yet opened the 2018 CPNS registration in all districts / cities in Papua. In fact, the national registration has been opened since 19 September. This was done after the Governor, the Chairperson of the DPRP and the Chair of the MRP officially rejected the online system in the CPNS test in Papua and submitted the letter of rejection to President Jokowi.

In the statement, there are seven points of recommendation, including the decision to pass the CPNS by the Governor / Regent / Mayor, the Governor / Regent / Mayor has the authority to change the formation according to regional needs and accommodate honorary staff and K2.

In addition, according to Governor Enembe, if the test was conducted online, it would be difficult for people in areas with limited internet access.

Meanwhile, Head of the National Civil Service Agency (BKN) Bima Haria Wibisana said that Papuans should already have their own quota for their region. Based on Permenpan Number 38 of 2018, the sons and daughters of Papua and West Papua have formations that are preferred in their regions compared to the general route.

"As much as 65 percent of the formations for native Papuan boys and girls will be placed in their home areas, and 35 percent of the formations for general applicants who apply in the Papua region," said Bima Haria.
