The Indonesian government established a special autonomy fund (Otsus) for the provinces of Papua and West Papua in the 2021 Draft State Budget (RAPBN 2021) amounting to 7.8 trillion Rupiah. This amount is an increase from the 2020 Revised State Budget Draft, valued at 7.6 trillion Rupiah.
This is stated in the 2021 RAPBN Financial Note. Not only that, an additional infrastructure fund (DTI) of IDR 4.3 trillion will also be allocated to accelerate the provision of infrastructure in the two provinces.
The IDR 4.3 trillion allocated for DTI is determined based on an agreement between the government and the People's Representative Council (DPR) by considering the proposals of the West Papua and Papua regional governments.
The Vice President of Indonesia, Ma'ruf Amin said, it takes a new spirit, a new paradigm, a new way of working in implementing programs to accelerate welfare development in Papua and West Papua. In addition, the special autonomy policy must be consulted with all components of society in Papua and West Papua.

Vice President Ma'ruf Amin added that the priority targets are 7 customary areas and their approach is culturally through dialogue with local traditional leaders or local champions (traditional leaders, religious leaders, educational leaders, regional / bureaucratic leaders, youth and women leaders) as strategic partners. .
