The Papua Special Autonomy Policy (Otsus) has provided tremendous benefits for the Papuan people. From the budget side, the policies implemented in accordance with Law Number 21 Year 2001 have disbursed funds of up to Rp 126 trillion. This is proof of the Central Government's commitment to accelerate Papua's development, both in terms of human resources and infrastructure.
Deputy Regent of Asmat, Thomas Eppe Safanpo, explained that many Papuan students received scholarships from the Special Autonomy Fund. Then, Papuan youth who have succeeded in entering the police and army service, in terms of education costs, also come from the Special Autonomy Fund. In fact, various customary institutions and religious institutions in Papua also enjoy the Special Autonomy Fund. Unfortunately, the various advantages were not well socialized.
"There have been many positive effects of Otsus for 18 years, for example, many students are funded by Otsus. Many of the police and soldiers of indigenous Papuans were recruited into the apparatus, the recruitment and training costs were financed by Otsus. This has never been disclosed to the public, ”he explained, during a webinar discussion,“ Who is Papua Special Autonomy for? ”.
He admitted that there were still deficiencies in the implementation of Otsus. However, in a period of nearly 20 years, the presence of Otsus Papua has provided enormous benefits, being focused on four priority programs. Namely the aspects of education, health, infrastructure, and community economic empowerment.
Therefore, he asked the Papua and West Papua Provincial Governments to submit data on what the benefits of the Special Autonomy Fund were. "I ask the Provincial Governments of Papua and West Papua to open up data," said Thomas.
He emphasized that the Provincial Governments of Papua and West Papua, as representatives of the Central Government, must have the courage to open these data so that they do not appear silent over the rejection of a few people over the status of Otsus. This needs to be done so that the Papuan people are not swallowed up by the political agitation of the anti-Otsus group. Political agitation can only be countered by correct data and information that can be adequately accessed by the public.
Thomas sees that so far the provincial government is not good at using socialization instruments, such as social media. As a result, the various benefits of Otsus have not been conveyed. In fact, the special autonomy funds have been felt to the extent that villages, districts and the community have also responded positively.
For example, there is a program that families with children under 4 years of age receive a budget every month and are paid twice a year. If this policy can be extended to all districts and cities, it will have a significant impact and prove that Otsus has a tremendous impact. "This section should be socialized. So that those who reject Otsus are aware that they will not be exposed to political agitation, as if Otsus failed. Though not so. There are many benefits, ”he said.
Head of the Center for Policy Analysis and Performance of the National Development Planning Agency, Velix Wanggai, added that he sees that Otsus cannot be done in the short term. Must see from the initial stretch Otsus begins. In the Special Autonomy Law, various things have been summarized, especially in terms of respect for indigenous Papuans. This proves that the country fully respects Papua. "The presence of Otsus appreciates all differences and is followed by a regulatory framework in terms of authority that is different from other regions, which have full authority to manage natural resources," he said.
Then, there was the formation of the Papuan People's Assembly (MRP), an acknowledgment from the state that Papua has a special institutional framework.
