The Head of the Papua Province Human Resources Development Agency (BPSDM) Aryoko A. F. Rumaropen asked 34 doctors who received scholarships to specialize in Papua Special Autonomy affirmation after completing specialist studies to return to serving the Papuan people
This was conveyed by Rumaropen at the “Guidance for the Scholarship Program for Specialists Affirmation of Special Autonomy for Papua 2020-2021” in the Hall of the Papua Province Human Resources Development Agency (BPSDM).
After the event, Rumaropen said that the 34 doctors who received the scholarship were OAP doctors (Orang Asli Papua).
"It is hoped that after they are finished, they can serve anywhere, whether on the mountains, on the beach, or on the coast, they will return to serve the people of Papua," he said.
He emphasized that it is important for doctors to have the responsibility to return to serve the Papuan people because they have been financed from the Special Autonomy fund, which means that the funding uses Papuan people's funds.
"This is public funds, so they must have the responsibility to return to serve the people in Papua, this is what we protect them because it is our need, so they must have strong etiquette and commitment to serve in Papua again," he said.
Rumaropen said the implementation of the scholarship program was in accordance with the direction of the Governor and Deputy Governor of Papua that 2020 focuses on the health sector by opening opportunities for all native Papuan doctors who work in Papua and West Papua.
As an implementing agency, BPSDM prepares programs in the health sector by opening opportunities for all Papuan doctors to participate in the specialist doctor scholarship program.
Scholarship participants are doctors who work in government hospitals, clinics, or lecturers in the field of medicine at universities. They were selected for three months in September until the announcement of 6 December 2020. A total of 112 doctors registered and 34 people accepted.
A total of 29 people were admitted to the Faculty of Medicine, University of Indonesia, 2 people at the Udayana University FK, 1 person at the Hasanudin University FK, 1 person at the Gadjah Mada University FK, and 1 person at the FK Diponegoro University.
They will study in 18 specialist study programs, including eye, forensic and neurological health. The specializations were selected based on the needs of the Papua Provincial Government.
"We get these needs from the Health Office and several hospitals, so participants cannot choose what is not our need, if in Papua they need internal disease, they must choose internal disease, because it can help us after they are finished," he said.
The test criteria include two stages, starting with an online academic potential test covering English and natural knowledge. Then continued the majors test which was followed directly at each university by the participants.
Rumaropen said that the scholarship financing will start in January 2021 with a period of 4 to 6 years of study, depending on each specialist. It is estimated that a participant completes the study to spend Rp. 300 million to Rp. 500 million.
"Later there will be more living costs, later as long as they live there we give them living costs per month, the standard is the same, the living costs for specialists are Rp 3 million, plus the cost of supporting education," he said.
The specialist doctor scholarship program budget, said Rumaropen, is submitted to the Financial Agency annually as needed. The first year of 2021 has prepared IDR 4 billion for all program recipients.

According to Rumaropen, every year the Papua Provincial Government opens a scholarship program and this is its 12th year. It's just that this time for specialist doctors this is the first time on a large scale with an admission of up to 34 people.
"Previously, every year it was only on a small scale with a total of about 5 people, not many because each university was one by one, at Hasanudin University, at Gadjah Mada, and at Uncen," he said.
Furthermore, the arrangement for determining participants, said Rumaropen, will be made a decision letter for specialist doctor education study assignment as an official permit. In addition, a decree from the Government of Papua and contract obligations of scholarship recipients.
"We prepare things like this because they will register until January 14, 2021, then the Papua Provincial Government will release them on January 29, 2021 at the University of Indonesia to continue the lecture process," he said.
Rumaropen said the Papuan government has committed that the program must run immediately and a few years later these doctors returned to serving the people of Papua.
"This is not just our hope, this is the governor's hope, of course the governor's hope will represent all of us Papuans," he said.
The scholarship recipient, dr. Anthon G Fonataba takes a forensic specialist at the Faculty of Medicine, University of Indonesia, because he is interested in forensics and forensic medical personnel is still lacking in rensics in Papua.
"I like forensics that we are taught to think harder, look for a process that people don't know or really need, and for our forensics in Papua, we only have two people, one in Biak and one in Jayapura," said the doctor who has served for 10 years. at the Serui Hospital.
The graduate of the Faculty of Medicine, University of Cenderawasih, Papua, is grateful that through the scholarship program the government has given him the opportunity to continue his medical studies and is helped to increase knowledge for the sake of health in Papua.
"I think this is part of what we should be grateful for from the government which has prepared facilities in the form of programs to finance us Papuan children to continue their studies," he said.
Fonataba when taking a general practitioner study at the Faculty of Medicine, University of Cenderawasih was also funded by the government, namely the Yapen Islands District Government, Papua.
"What I know is that the affirmation is only being done now or is it just taking it now, but before that I was funded by the local government during my general medical school," he said.
By receiving the scholarship, said Anthon, he felt responsible because he had cursed the people's money and hoped to finish his next study to return to serving the people of Papua.
