Commander in Chief Affirms No Intervention in the Investigation of Mutilation Cases in Papua



The Commander of the Indonesian National Armed Forces, General Andika Perkasa, has ensured that the investigation into the mutilation of civilians in Papua will not be interfered with by any party. He claims the case will be monitored to completion. "So far there has been no [intervention], but what is clear is that I will oversee it, regardless of whether there is intervention or not, I will oversee it," Andika told reporters at the Senayan Parliament Complex, Monday (5/9).

Initially, he admitted that there were various interventions in handling violent cases involving members of the TNI and civil society. Andika also admitted that the intervention came from internal parties. In fact, according to him, intervention in the investigation of the case can occur at various levels, from investigators in the military police, auditors or prosecutors, to proceedings in court. "What is clear is that I will continue to monitor it, as long as the legal process still gives us space, rights, for all of us who have litigation, then we will continue," he explained. Andika also claimed that his party was still overseeing the legal process of a case that had occurred two years ago. He said he wanted to prioritize justice for the victims.

"So that's clear, especially since this is the latest one, which two years ago I was still in charge of and it wasn't easy. I say once again, it is not easy because there are only efforts to intervene, for example, "said Andika. Furthermore, he opened up opportunities for cooperation for external parties to oversee this case, both the Witness and Victim Protection Agency (LPSK) and Komnas HAM.

"We did not hinder at all even we were very accommodating, that was, we did not need to be pushed," he said. He also ensured that his party would conduct an internal evaluation of the TNI while waiting for the legal process of the members involved to continue. “The trick is to link the articles and all those involved as much as possible, so that they know what the consequences of that action are. So they can't do what they want or think they have rights," said the former Army Chief of Staff.

For information, the mutilation incident occurred on Tuesday (22/8) at around 21.50 WIT in SP 1 Mimika Baru District, Mimika Regency. After committing the murder, the perpetrators took the victims to Sungai Pigapu Village, Iwaka District, Mimika Regency, to be dumped in sacks. Before being disposed of, the four victims were mutilated and the limbs were placed in six different sacks. The sack was then filled with stones and thrown into the Kampung Pigapu River, Iwaka District, Mimika Regency. The Head of Public Relations of the Papua Police, Kombes Kamal Ahmad, said that the modus operandi of the perpetrators was to pretend to sell firearms. The victim also wanted to buy a firearm from the perpetrators. Then the perpetrators prepared objects resembling firearms to convince the victim.
