Acting Governor of West Papua Masses Socialization of Special Autonomy and DOB



Acting (Pj) Governor of West Papua Paulus Waterpauw said he would continue to socialize the importance of Special Autonomy (Otsus) for Papua and West Papua and the establishment of new autonomous regions (DOB) in Papua. He said the government program would be his focus for the next year.

"We have to socialize how important Otsus is for the people of Papua and West Papua. Then new autonomous regions will also be implemented, both at the provincial and district or city levels. It is also important for us to speak out," said Paulus quoted from CNN TV broadcast, Friday (13/5).
 
The former Papuan Regional Police Chief assessed that special autonomy and the establishment of new autonomous regions in Papua could overcome the poverty problem of the local community.
 
"Then there are things that have temporarily become the president's policy, such as extreme poverty. Papua and West Papua today are ranked first and second," he said.

The DPR and the government have agreed to expand three new provinces in Papua. On April 12, 2022, the DPR approved three new autonomous regional bills in Papua as a DPR initiative bill.

The three bills include the South Papua Province Bill, the Central Papua Province Bill, and the Central Highlands Papua Province Bill.
 
Coordinating Minister for Political, Legal, and Security Affairs (Menko Polhukam) Mahfud MD said that each province would become a region with special autonomy.

On the other hand, as acting governor, Paul's authority was actually limited. There are at least four prohibitions that they must obey.

These four things are regulated in Government Regulation of the Republic of Indonesia Number 49 of 2008 concerning the Third Amendment to Government Regulation Number 6 of 2005 concerning Election, Ratification of Appointments, and Dismissal of Regional Heads and Deputy Regional Heads.

In article 132A there are four prohibitions for inaugurated officials. First, it is forbidden to transfer employees. Second, canceling permits that have been issued by previous officials and/or issuing permits that are contrary to those issued by previous officials.

Third, make a policy on regional expansion that is contrary to the policy of the previous official. Fourth, make policies that are contrary to the policies of the administration of government and the development program of previous officials.

With this provision, Paul could not go far in making a policy regarding autonomy.
 
The plan for the expansion of the Papua region itself has generated great resistance from local residents.

Demonstrations were held by residents in a number of areas in Jayapura, Tuesday (10/5). The police forcefully dispersed the demonstration and arrested a number of activists who opposed special autonomy and the New Autonomous Region (DOB) of Papua.
