There is no Military Operation in Papua, there is a law enforcement operation.




Armed conflicts between the Papuan National Liberation Army (TPN) and Indonesian security forces still occur frequently and often these conflicts take their toll, be it members of the TNI-Polri, Papuan soldiers, and even civilians.

Even so, researcher from the National Research and Innovation Agency (BRIN), Cahyo Pamungkas, revealed that the Papua region currently does not have the status of a military operation area, but a law enforcement operation area.

“Actually, legally, Papua is not an area of ​​military operations, but a law enforcement operation. That's what the Menkopolhukam [Mahfud MD] produced. Papua is an area with law enforcement operations. By sending a lot of [military troops], yes," said Cahyo in a webinar held by LP3ES on Monday, (19/10/2021).

In May 2021, Mahfud MD had revealed that there are two types of government policies for Papua. The first is a policy with a welfare, peaceful, non-violent, and non-armed approach. While the second is a law enforcement and security approach.

Regarding the second approach, Mahfud MD said that this approach was carried out in the form of hunting for terrorists. “Not Papuan organizations, but people who carry out terror. By name, there are names, not just any Papuan people," he said as reported by the official website of the Coordinating Ministry for Political, Legal, and Security Affairs.

As is known, in April 2021, the government through Mahfud MD has officially assigned the terrorist label to the Armed Criminal Group (KKB) in Papua. In the labeling, he refers to Law no. 5 of 2018 concerning Amendments to Law No. 15 of 2003 concerning Stipulation of Government Regulation in Lieu of Law Number 1 of 2002 concerning Eradication of Criminal Acts of Terrorism.

Papua currently has the status of a law enforcement area. However, Cahyo wondered. "Why in law enforcement operations in the KKB, it's never been brought to court, huh?" he said.

"The ones who were there were immediately met with gunfire. It takes the form of sweeping, blocking a village, detention, so that in practice it resembles a military operation, but with the language of law enforcement operations," added Cahyo.

In addition, Cahyo also keeps several other records. According to him, the current law enforcement policy has no clear indicators of its success and how much the state budget is being spent.

“When is an operation considered a success? The amount, if necessary, is quantitative. So, we can measure effectiveness. It's run out of billions. For example shooting 10 OPM costs a few billions. That's how we can see if it's economically feasible or not," said Cahyo.

Because the indicators of success are considered unclear, Cahyo also suspects that the ambiguity will have an impact on the length of the period of embedding the status of the law enforcement area.

“How long will this operation take? When is the deadline? Will the operation continue?” asked Cahyo.
