The Government Boosts Papuan Welfare Through Increased Special Autonomy Funds




Head of the Fiscal Policy Agency (BKF) of the Ministry of Finance (Kemenkeu) Febrio Kacaribu said the government was committed to boosting the welfare of the Papuan people. One of them is done by increasing the amount of the Papua special autonomy fund to 2.25 percent of the national General Allocation Fund (DAU) ceiling.
 
"With the enactment of Law Number 2 of 2021 (regarding Special Autonomy for the Papua Province), the government will extend the provision of special autonomy funds to increase the amount of special autonomy funds to 2.25 percent of the national DAU ceiling," said Febrio in the 2020 State Budget Discussion webinar, Monday, October 18, 2021.
 
Febrio emphasized that the increase in the allocation of special autonomy funds for Papua was accompanied by improvements and sharpening of policies in the scheme for allocation, distribution, and governance of special autonomy funds.

"So we hope that this will have a significant impact on improving the welfare of the people in Papua," he hoped.
 
Regarding Transfers to Regions and Village Funds (TKDD) for next year, Rp. 769.6 trillion is allocated. This fund focuses on encouraging the improvement of the quality of regional spending in order to accelerate the improvement and distribution of welfare.
 
"The use of general transfer funds is still encouraged to improve the quality of public infrastructure in the regions, economic recovery in the regions, development of human resources for education, and increase in priority health spending," he explained.
 
Meanwhile, for special transfer funds, the Ministry of Finance continues to encourage the achievement of outputs and outcomes, as well as support the improvement of the quality of public services.
 
"Village funds are used as one of the important instruments to support economic recovery in villages, there are social protection programs in villages, Covid-19 handling activities, and also for priority sectors which are usually labor intensive," said Febrio.
 
On the other hand, the government will also continue to reform social protection by continuing to improve the Integrated Data on Social Welfare (DTKS), support job loss insurance programs in accordance with the mandate of the Job Creation Act, improve the quality of social protection implementation, and develop more adaptive social protection schemes. .
 
The government will also continue to strengthen investment in education, expand scholarship programs, adopt communication and information technology, advance culture, as well as develop research and innovation.
 
For infrastructure development, the government has budgeted Rp384.8 trillion. This infrastructure development is directed at supporting strengthening, providing basic services, developing connectivity and mobility infrastructure, as well as providing energy and food infrastructure.
 
"In order to face the digitalization era, the government also encourages equitable distribution of infrastructure and access to information and communication technology. Furthermore, to support infrastructure development funding, the government will continue to encourage innovative financing and synergies with SOEs and the private sector," concluded Febrio.
