DEVELOPMENT IN PAPUA CONTINUES




The commitment of the Government of President Joko Widodo-Vice President KH Ma'ruf Amin for the period 2019-2024 to develop Papua cannot be doubted. Papua's infrastructure development and human development continue to this day.

Since the beginning of the Joko Widodo administration (2014) Papua has been placed in the focus of attention. This commitment was continued until the second term with Vice President KH Ma'ruf Amin.

A number of instructions and presidential decrees were made to accelerate the development of the easternmost province of Indonesia. President Jokowi hopes that the construction of various infrastructures in eastern Indonesia can strengthen the economy and improve the welfare of the Papuan people. Presidential Instruction number 9 of 2020 is one of the legal umbrellas in an effort to accelerate development progress in Papua.

At the end of 2021, Law No. 2 of 2021 was also issued as a revision of Law No. 21 of 2001 concerning Special Autonomy for Papua. Which strengthens the dignity, affirms, and protects the basic rights of indigenous Papuans in the economic, political, socio-cultural fields.

Connecting Papua from End to End

Another proof of President Jokowi's commitment is that he is the only president who has visited Papua 12 times since he started this country. His visit was a form of attention to the Papuan people as well as to ensure that development projects went well.

The Ministry of Public Works and Public Housing (PUPR) in the 2021 budget year is known to allocate an infrastructure development budget for Papua Province up to Rp6.12 trillion. This budget is used for natural resources (SDA) amounting to IDR 670 billion, roads and bridges worth IDR 4.46 trillion, for settlements of IDR 650 billion, and housing of IDR 330 billion.

Meanwhile, for West Papua Province, the central government allocated an infrastructure budget of Rp3.67 trillion. For the natural resources sector, Rp600 billion, roads and bridges Rp2.54 trillion, settlements Rp320 billion, and housing Rp200 billion.

The Ministry of PUPR also has four infrastructure programs for Papua and West Papua, namely equitable development to improve people's welfare, affirmative support for improving human resources (HR) of the Papuan people, implementing the Cash-Intensive Program (PKT), and fulfilling basic needs and services with PUPR infrastructure support.

Because it is one of the focal points of development, dozens of infrastructure and improvements in Papua have been built and inaugurated by President Jokowi since the beginning of his reign in Indonesia. As of August 2021, the length of the Trans Papua road with a total length of 3,462 km has crossed 3,446 km, with 1,733 km of asphalt, and 1,712 km of unpaved and 16 km of unpaved roads.

In addition, the PUPR Ministry is also building a border road in Papua with a total length of 1,098 km. Currently, along 931 km has been penetrated with 756 km asphalted condition.

The government has also polished two border posts in Skouw (North) and in Sota (South), building a long bridge in Youtefa Bay that connects Jayapura City with the Holtekamp area and to the Skouw PLBN. In the telecommunications sector, the Government is also building the East Palapa Ring telecommunications network,

There are at least 10 airports that are in the process and construction has been completed. Six airports are located in Papua Province, namely Ewer Airport, Kepi Airport, Ilaga Airport, Oksibil Airport, Nabire Baru Airport, and Mopah Airport. Meanwhile, four other airports are located in West Papua Province, namely Rendani Manokwari Airport, Waisai Raja Ampat Airport, Wasior Baru Airport, and Siboru Fak-fak New Airport.

In Jayapura Regency, the Jokowi administration is pushing for the construction of a container port in the Depapre district. The Jokowi-Ma'ruf Amin government has also built Nabire Port, Pomako Port, Moor Port, and Serui Port and Kaimana Port in West Papua Province. These ports are now connected as part of the Jayapura-Sorong-Merauke sea toll route. The benefits have been felt by the local community. Very helpful in lowering the price of food and other necessities.

In the health sector, the President inaugurated the construction of the TNI LB Moerdani General Hospital, Margamulya District, Merauke Regency.

Entrepreneurial Growth

Regarding the development of entrepreneurship, Papua's economic transformation, especially in catching up, requires the active role of entrepreneurs. And, the revitalization of the people's market. The government prepares facilities, incubation, innovation centers, and creativity. Digitization is speeding up to foster start-up businesses.

All of them move in the same fashion and accelerate the Papuan economy. Based on Inspirational Young Papua data, Inspirational Young Papua Developments ranging from SMEs, agriculture, social and culture, education and health, creative industries and digital technology, as of October 2021 as many as 8,025 members, an increase of 21 members from the previous 8,004 members in 2019.

To encourage community economic growth, the Government built a market in Jayapura. Complete the rehabilitation or reconstruction of the Wouma Market in Wamena in 2020 with a budget of IDR 2.1 billion and 403 shop houses in Wamena after social conflicts with a budget of IDR 138.6 billion. The government is also building the Thumburuni Market in Fakfak, West Papua, which will begin construction in early August 2021.

HR Improvement

In the field of education, it is also not playing games. The government is committed to producing superior talents from the Cenderawasih earth. Among other things, through the Papuan talent management ecosystem. Data from the Ministry of Education, Culture, Research and Technology (Kemendikbudristek) said that the 2021 higher education affirmation scholarships (ADik) totaled 3,648 students. Meanwhile, the 2021 secondary education affirmation scholarships (Adem) for class X are 999 students, class XI is 1,363 students, and class XII is 1,420 students.

In the field of education infrastructure, 179 state and religious schools have been built as well as one state university (PTN) to support the development of human resource capacity (HR). Jokowi even instructed the recruitment of 1,000 indigenous Papuan youths to join the State-Owned Enterprises (BUMN).

The Jokowi government also fully supports infrastructure development related to the development of human resources (HR) in Papua. The construction of the Papua Youth Creative Hub, whose groundbreaking will be held on Saturday, October 2, 2021, is expected by President Jokowi, to become a center for developing great talents in Papua, to become a creative center for young Papuan people in strengthening the innovation ecosystem.

The key to the gate of Papua's future lies in the hands of the young generation who are healthy, intelligent, and guaranteed education. This foundation will give birth to a strong soul, a firm heart, and a competent person who is fully committed to building the land of Papua.

Quality Bureaucracy

Regarding bureaucratic reform, a quality bureaucratic machine is needed to manage the strength of human resources and the abundance of Papua's natural resources. To collect, refresh, and re-improve an effective work culture, as well as clean, transparent and accountable governance. So that the ideals of equitable welfare for all Papuans will certainly be realized.

In their achievement, Papua and West Papua for the Government Agency Performance Accountability System Index (SAKIP) received a B value. While the 2020 Bureaucratic Reform Index (RB) Papua and West Papua received a CC score.

Previously, in 2018, the achievement of SAKIP and the Papua and West RB Index scored a B, while the Papuan RB Index received a B and West Papua a CC score. Then in 2019 the Achievement of the SAKIP Index and the RB Index of the two provinces obtained a BB value.

PON and Pride of Papua

According to the Minister of Communication and Information (Menkominfo) Johnny G Plate, in 2021 the government's achievement on the stage of the XX Papua National Sports Week (PON) is to paint a new face that is flushed with joy.

According to the Minister of Communication and Information, as quoted by Infopublik.go.id, President Joko Widodo was present to open the Papua PON, which marked a new history in the eastern part of Indonesia. The island's gates are spread wide, so that the world can also enjoy Torang Bisa's spirit. "Papua opens our eyes to the richness of culture, sportsmanship, development of human resources. And, reminds us of the importance of living a safe and prosperous life," said the Minister of Communication and Information.

Without a high commitment to Papua, Jokowi will not give confidence in organizing the PON in Papua. Even because of that commitment, the government has disbursed tens of trillions to prepare the match venues which were just built for the XX PON.
