KKB Should Understand Humanitarian Law!




Conflicts of armed violence continue to occur in Papua. Unfortunately, in the shootout that occurred, civilians and public facilities were often the targets of the Armed Criminal Group (KKB).

Just like what happened in the Bintang Mountains Regency recently. The attack that resulted in the death of Sister Gabriella and 4 Puskesmas buildings in 4 districts in the area were burned. As a result, health services are paralyzed.

The Sub-Coordinator for the Complaints Service of Komnas HAM Papua, Melchior S Weruin, said that in armed conflict, international humanitarian law must be obeyed and this must be upheld by everyone, including the OPM.

"In a war or a firefight, do not involve or target civilians, especially humanitarian workers. It could violate international humanitarian law,” explained Melki to Cenderawasih Pos.
 
In several incidents, Melki saw, every time there was an incident, civilians often became victims and public facilities were also damaged. "Supposedly, all leaders of groups who are opposed to the Unitary State of the Republic of Indonesia understand the context of humanitarian law. In the past, the OPM struggle had a clear target. He only attacked the police. Now I see that maybe they are frustrated that they are targeting anyone," he regrets.

Melki explained that this indicated that the newly recruited OPM members had not been given proper education and training. Thus, their understanding of human rights is not good. As a result, it affects their actions in the field which then targets everyone.

“The real struggle of the OPM is not like this, and our current difficulty is mapping the new groups. Because almost all the new groups are not under one command. As long as they have weapons and have militant members, they immediately form new groups and tend to move independently. Not under the TPN-OPM command line," he explained.

Melki explained, as is well known, the enemies of the OPM are the TNI-Polri. So when the apparatus and the OPM are at war, they should never target civilians, in this case medical personnel, teachers. "If you target teachers and medical personnel, the impact will be that the fulfillment of citizens' rights will be neglected in the area," concluded Melki.
