AGUSTINUS KADAKOLO : OTSUS HELPING DEVELOPMENT OF INTER-REGIONAL TRANSPORT INFRASTRUCTURE




Papua's Special Autonomy (Otsus) is a policy of the central government by giving full trust to the Papuan regional government to manage their area independently, such as advancing the Human Resources (HR) of the Indigenous Papuans (OAP).

Agustinus Kadakolo (Head of the West Papua Province Transportation Service) expressed his support for the implementation of Otsus in Papua because he has helped build road, port and airport infrastructure in West Papua Province.

“As the Head of Transportation, I feel that Otsus has really helped the Prov. West Papua in improving transportation infrastructure between regions," said Agustinus Kadakolo.

Agustinus Kadakolo also stated that the implementation of Otsus as a whole has been very good, but there are several obstacles to accelerating regional development such as the problem of paying for customary rights which burdens the government budget. So Agustinus Kadakolo hopes that additional funds will be given to West Papua.

He also hopes that the central government can separate the sources of financing for activity expenditures sourced from Otsus funds or from other funds and the establishment of regional institutions that are autonomous and have the authority to administer Otsus affairs and authority in Prov. West Papua.
