The Special Staff (Stafsus) of the President of the Republic of Indonesia and the CEO of the Kitong Bisa Foundation, Billy Mambrasar, considered the Papua Special Autonomy (Otsus) program important.
Because, with this policy, the younger generation in Papua and West Papua can become more educated, so they have a chance of success or higher goals.
"The enthusiasm for the special autonomy allocation is the highest for education. I come from an underprivileged family but can take higher education using Otsus funds," Billy said in a virtual discussion on 'Otsus and the Future of Papua'.
According to Billy, the best investment is in humans. Because by doing so, civilization will automatically be awakened.
So, he hopes that in the future Papuan human development through education in the Otsus program will not be reduced.
"Investing in humans is the right step, because they are the ones who will build their own civilization. The existence of Presidential Instruction Number 9 of 2020 shows the government's commitment to develop, by involving all components of the people," he explained.
Billy further assessed that the realization of the special autonomy program would take a long time.
Because, he said, even developed countries are still in the process of building their civilization.
Therefore, according to him, it is too early to conclude that Papua's Otsus has failed or succeeded.
"My friends and I conducted a survey of 550 millennial Papuan children, 67 percent said that Otsus was not a failure but needed improvement, and 20 percent said it had not been successful. The rest said there had to be improvements," he explained.
What is needed now, said Billy, is an evaluation of the program, which is based on real data from the field.
In addition, strict supervision is required in the implementation of all programs.
So that, in the end, the goal of special autonomy could be achieved, namely the welfare of the people of Papua and West Papua.
"Otsus is a process that will continue, and to ensure that it reaches the welfare of Papua, there needs to be improvements to Otsus. It needs a good communication process between the regional government and the central government. There needs to be an increase in the capacity of development actors, for those who are already in high school. is a debt to the people of Papua so that we can help to develop Papua to be prosperous, "he said.
