Special Autonomy (Otsus) for the province of Papua is a special authority recognized and given to the province of Papua given by the Republic of Indonesia through Law Number 21 of 2001. Otsus is given so that the province of Papua can regulate and manage the interests of the Papuan people based on the aspirations and rights the basic rights of the Papuan people.
The special autonomy budget disbursed by the central government from 2000 to 2020 continues to increase, which is focused on four priority programs, namely aspects of education, health, infrastructure, and community economic empowerment. This is proof that the central government's attention to Papua is so great.
"The examples of the success of Otsus are many, such as in the field of education, there are thousands of native Papuan children sent to schools abroad, either sent to Australia, New Zealand, Germany, the Netherlands and America. Then sent to Africa, China, and Japan," said Boas Assa Enoch. (Ondoafi Sosir), after discussions with several community leaders.
Various infrastructure and transportation facilities in the land, sea and air transportation sector, such as the construction of 6 airports in Papua province, namely Ewer airport, Kepi airport, Ilaga airport, Oksibil airport, new Nabire airport and Mopah airport and improvements to Theys airport. The 1,071 km trans Papua road has been connected and its condition continues to be improved.
"Until now, trans Papua which has been asphalt along 743 km and the rest is still in aggregate or ground pavement and has proven to be of benefit to the welfare of the people with the lower prices of basic necessities," he said.
It is said, seeing the progress of Papua's development which is getting better, we as leaders of the Papuan indigenous people from mountainous and coastal areas support the implementation of special autonomy which has been running so far and encourage the central order to continue to evaluate the implementation of autonomy, so that the benefits that have been felt so far can be improved and felt by all Papuan people, so that it will produce prosperity for the people of Papua.
