Budi Arwan (Head of Sub-Directorate for Papua & West Papua Provinces, Directorate General of Otda, Ministry of Home Affairs) said it would be unwise if the accusation of special autonomy failed. Budi said that if all that has been done, Otsus has been very helpful, it's just not well socialized.
"Actually, it is not fair to say that it has failed. The problem is the lack of socialization from the local government itself, which has resulted in missed communications in the community," said Budi.
Budi said that Otsus was not just giving political access. "It is not just distributing money to the regions, but also regional development programs," said Budi.
He emphasized that in the future the spirit of regional development must be guarded so that it can bring prosperity to the people of Papua.
"There must be a strong and sincere intention from all parties to guard Otsus. Actually there are many supervisors of the Special Autonomy Fund, but somehow they still haven't touched the lower class, "he said.
