Development Projects in Papua Land for Local Entrepreneurs

Deputy Minister of PUPR John Wempi Wetipo expects all parties to closely guard Pepres Number 17 of 2019 regarding procurement of government goods / services to accelerate welfare development in Papua and West Papua.

He revealed this to the businessmen of Orang Asli Papua in Manokwari Regency and Sorong City, during his visit to monitor several development projects in the two regions.

Wempi told, in this Presidential Decree No 17 in Chapter I Article 28 and Article 31 it was clear that the project with a value below Rp. 1 billion did not need to be auctioned, but rather a direct appointment for all indigenous Papuans and West Papuans.

While the project value of Rp 1 billion to Rp 2.5 billion is required to be auctioned, but those who are allowed to participate in the tender are fellow entrepreneurs native to Papua and West Papua. "So this Pepres is a policy made by the central government, so that there is an alignment given to us to compete in the world of construction," he said.

The former Jayawijaya Regent said that this Presidential Regulation was not only valid within the Ministry of PUPR. But it must be implemented by the Regional Government in Papua.

"But I see, there are still many regional heads in Papua who have not carried out the mandate of this Pepres. "So we often see in one region, local business people do demonstrations, to block government offices to show their hearts," he said.

Besides that, continued Wempi, there were not many outside businessmen, making use of this Pepres by creating companies on behalf of local communities or borrowing local companies, to get jobs from the government.

"We have to be honest, there are still local entrepreneurs who want to enjoy it. His company is used by people and given money. If this is how we want to progress, develop and compete with companies from outside, if we just want something good, don't expect us to develop, "he concluded.

However, Wempi Wetipo asked, it should be through this Pepres every year a local company must develop, not even waste the opportunity. "If we get PL in the first year, we should be able to advance next year, at least in competition with other local companies."

The method is, if the work that previously had results, must be used for company investment, not used for other activities. "This is what I often see, we want a big job, but not ready," he said straightforwardly.

One local businessman in Manokwari, Jack Wanggai said, his party responded very well to the proposal given by the Deputy Minister of PUPR. "This is a good proposal. We will try to make it here in the future, "he explained.

Jack also hopes that in the future there will be jobs that have a direct appointment value of less than one billion or jobs with a value of Rp 1 billion to Rp 2.5 billion, so that his party can compete.

"While in local governments, it is still very minimal to carry out the mandate of Pepres No. 17, because local governments are still trapped by the rules or policies that they make themselves," he explained.
