Papua Special Autonomy Law Volume II Stipulated, Yanto Eluay Calls Victory for Indigenous Peoples



Papuan traditional leader, Yanto Eluay appreciated the ratification of the Draft Law (RUU) on the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Papua Province at the Plenary Meeting of the DPR RI Senayan, Jakarta, last Thursday (15/7/2021).

"As a Papuan traditional leader and also Ondofolo, I appreciate the hard work of the Special Autonomy Specialist Papua and all factions in the DPR RI, so that the Papua Special Autonomy Law volume II can be ratified at the DPR RI Plenary Session last week," said Yanto Eluay when confirmed by a number of journalists. regarding the Special Autonomy Law Volume II which was ratified by the DPR RI, Friday (23/7/2021) afternoon, at the Igwa-Igwa Ondikeleuw Hall of Haleufoiteuw Hele Wabhouw, Jalan Bisteur Pos, Kampung Sereh, Sentani District, Jayapura Regency.

The House of Representatives on Thursday (15/7/2021) then ratified the Bill on the Second Amendment to Law (UU) No. 21 of 2001 concerning Special Autonomy for the Papua Province into a law at the Plenary Session of the Indonesian House of Representatives at the Parliament Complex, Senayan, Jakarta.

Yanto Eluay, a former member of the Jayapura Regency DPRD for the 2014-2019 period from the Golkar Party, said that ahead of the Second Amendment to the Papua Special Autonomy Bill, there were pros and cons between fellow Papuans and the central government.

However, Yanto sees that the Special Autonomy Law Volume II is mandatory and deserves to be supported by indigenous Papuans.

“In connection with the enactment of the Special Autonomy Law Volume II (two), we as traditional leaders and representing indigenous peoples see this as a victory for indigenous peoples and also a blessing for indigenous Papuans. Because in the Special Autonomy Law Volume II there are articles that accommodate the interests of indigenous peoples, including one of the articles on representing indigenous peoples in the legislature at the district and city levels,” continued Yanto Eluay, who is also the chairman of the DPD Golkar Party in Jayapura Regency.

"We see that the Special Autonomy Law Volume II is mandatory and worthy for us to support. We, the indigenous Papuan people, have agreed that the Special Autonomy Law Volume II is a victory and also a blessing for us. Therefore, we are ready to support the government's program in the implementation of Otsus Volume II," he emphasized.

In addition, Yanto Eluay appreciates the existence of a special agency regulated in the bill so that the implementation of Otsus Volume II continues to run optimally.

"With the addition of an article regarding a special agency that will manage Papua's Otsus, we really appreciate it because it is one of the aspirations of our indigenous peoples," he said.

"Why do we encourage that this Special Autonomy be managed by a special agency at the ministerial level at the central level, because for 20 years of Otsus Volume I, we indigenous peoples, especially the leaders of these indigenous peoples have been ignored or ignored by the government," continued the man who also Chairperson of the Presidium of the Putra and Daughter of Pepera Fighters (P5) Papua Province.

Therefore, he explained, if Otsus was again managed by the government, then it would not be empowered or involved and cared for by the government.

“Before Otsus Volume II was established, we continued to convey our aspirations. Because we want Otsus Volume II to be managed by a special agency at the ministerial level or a special agency at the ministry level. This has been accommodated in Otsus Volume II," he explained.

He also hopes that this special agency will not repeat the same mistakes in the previous Otsus management.

“But with this special agency, we are sure that it will work optimally. So that the hope of the Papuan Indigenous People to improve the welfare of these indigenous peoples can really be realized. Then, we hope that this special agency will no longer ignore the traditional leaders of the Papuan people, no longer ignore the indigenous Papuan people in Papua," he hoped.

According to Yanto, this step is very important to accommodate affirmation guarantees in the political field for Papuan indigenous people, so that they are expected to play a more optimal role in various fields of life in Papua.

“Today we are talking about Otsus, we can see the progress or success of Otsus is measured by the general situation. But we are aware and admit that the indigenous Papuan people in these villages are still in difficult conditions or have not yet felt the impact of the first volume of Special Autonomy,” he said.

Therefore, Ondofolo Kampung Sereh hopes that this special agency can work together with indigenous peoples, so that there is capacity building for Papuan Orang Asli or customary law communities.
