The Minister of Women's Empowerment and Child Protection, Bintang Puspayoga made a working visit to Biak Numfor Regency, Papua Province in the context of the Establishment of a Women Friendly Village and Cares for Children (DRPPA) in Tanah Papua through the commitment of the local government and village/village governments as pilot projects for other regional pilots.
In a press release from the PPPA Ministry, Friday. Minister Bintang emphasized that the Women Friendly Village Program and Child Friendly Village (DRPPA) in Tanah Papua would require support with various progressive steps, such as increasing the capacity of village governments regarding gender equality, fulfilling women's rights, and protecting children, as well as various other strategies.
Minister Bintang said that the Women's Friendly and Child Care Village (DRPPA) was formed to resolve various issues related to women and children as a result of the development system that had not been on their side.
"Development of a village towards DRPPA must involve all parties in the village, starting from the village government, community leaders, traditional leaders, religious leaders, volunteer organizations, cadres, to the women and children themselves," said Minister Bintang at the discussion. Villages in the Framework of Formulating an Action Plan for the Establishment of a Woman-Friendly and Child-Care Village in Manswam Village, Biak Kota District.
Minister Bintang said the establishment of the DRPPA is also expected to help resolve issues surrounding women and children in accordance with the direction of the Indonesian President Joko Widodo. DRPPA development will start in 2021 in 10 villages spread across 5 provinces and 5 regencies/cities and will be continued in 2022 in 142 villages in 33 provinces and 71 regencies/cities where expansion and replication can be carried out in all villages in all districts/cities in Indonesia.
Minister Bintang said, Papua Province is one of the provinces that will be the first pilot project for the establishment and development of the DRPPA in 2021.
The election of Papua as the province to conduct the first DRPPA trial, he continued, was certainly not without reason. The diversity of social and cultural backgrounds that exist in Papua can be both a challenge and an opportunity in realizing the DRPPA.
In addition, the Child Protection Index in Papua in 2020 is 47.44 percent, below the National Index of 66.68 percent.
This is one of the bases for implementing the DRPPA program in Papua, according to the Minister, in an effort to provide protection and fulfillment of the rights of women and children in Papua.
“This is a big challenge for the village government, especially the village head/village head to develop DRPPA in accordance with the characteristics of their respective villages. If Papua Province and Biak Numfor Regency together with the village government are able to face these challenges, then Papua will later become a good example for other Regencies and Provinces," said Minister Bintang.
Minister Bintang said that making the interests and specific needs of women and children in development should be a special concern for all of us.
This means, according to Minister Bintang, not only making them passive beneficiaries, but also being involved and playing an active role in decision-making, planning, budgeting and execution of development activities.
The Minister of PPPA said that the main key in preparing quality human development is in the village.
He admitted that the Village/Kampung as an autonomous region is the government with the smallest scope. However, village government is the most important government.
This is because the policies, programs, and implementation of activities from the village government have a direct impact on the daily lives of the people.
There is a strategic potential for women and children in the Biak Numfor Regency area. That way, it is appropriate that we can maintain this potential together, and we maximize it, in the form of synergy, collaboration and real work from various parties from the center to the village.
"I hope that this excellent event can be a good start too, in order to build synergy and our real work together in the context of empowering women and children," said Minister Bintang.
Meanwhile, the Regent of Biak Numfor Herry Ario Naap expressed his appreciation and gratitude for the presence of the Minister of PPPA to Kab. Biak Numfor who directly saw the condition of women's empowerment and child protection here.

“So that in the future we are better at taking policy directions related to women and children. In Biak Numfor Regency, of course, various innovations, policies, and budgets have been and will continue to be carried out, especially related to taking sides with women and children," said Herry.
Regarding the condition of fulfilling the rights, empowerment, and protection of women and children in Manswam Village, Biak City District, the Village Head, Millo Melkia Wakum, said that many efforts have been made to support this in Manswam Village.
“First, I feel proud of the presence of the Minister of PPPA in Manswam village. For information to the Minister, in Manswam Village, domestic violence and violence against children have not yet been found. The mothers here are very caring and always try to make their children happy so that they are suitable to be DRPPA models.
In addition, the fulfillment of children's education rights is also well fulfilled, many children who go to school to college and even become police officers. Then regarding health services, the posyandu is regularly scheduled every month and is supported by village fund budgeting, so that the children here are all healthy thanks to the support of mothers and posyandu cadres.
For women's empowerment in Manswam Village, many mothers here also play a role in crafts to help the family's economy. The various efforts made are deemed sufficient to make Manswan Village a model of the DRPPA, especially in Biak Numfor Regency,” explained Melkia.
Furthermore, the visit was continued with discussions with women and children observers as well as the Women Friendly and Child Care Village Dialogue (DRPPA) of Biak Numfor Regency which ended with the signing of the DRPPA Implementation Integrity Pact signed by the Head of Village/Village witnessed directly by Minister Bintang and Regent of Biak Numfor, Harry Ario Naap.
On that occasion, Minister Bintang also handed over assistance for recreational kits for children and youth as well as specific assistance for women and children symbolically.
