"The acts of violence committed by Papuan separatist groups have caused widespread casualties, damaged public facilities, threatened the security and safety of citizens, created a tense and anxious atmosphere and threatened the stability of national security," he said.

Tugiman continued, several indicators of criminal acts of terrorism committed by the Papuan separatist group network, among others, were that in 2017, this group held around 1,300 residents of Binti and Kimbley Villages, Tembagapura District, Mimika Regency, Papua.

Then, on December 3, 2018, KKB carried out a mass massacre of 31 PT Istaka Karya workers in Kali Yigi and Kali Aurak, Nduga Regency, Papua.

These workers were carrying out construction activities for the Trans Papua road, resulting in 24 deaths.

"During 2019-2020, KKB also carried out massacres and killings of dozens of TNI / Polri personnel, and carried out shootings of civilian carrier nurses and various acts of terror and other armed violence with civilian victims and security forces," he said.
