Extended 20 Years, Papua's Special Autonomy Budget Reaches IDR 234.6 Trillion




Finance Minister Sri Mulyani Indrawati has proposed an extension of the special autonomy fund (Otsus) for Papua and West Papua for the next 20 years. Not only that, the special autonomy fund allocation will also be increased from before.
 
He said the amount of the special autonomy fund would be increased from two percent of the General Allocation Fund (DAU) to 2.25 percent of the DAU. This increase has implications for the total budget allocation prepared to reach IDR 234.6 trillion for special autonomy funds over the next 20 years.
 
"Our estimates are for the next 20 years if the APBN, the special autonomy fund is more than IDR 234.6 trillion, assuming the DAU increases by three percent annually," he said in a virtual meeting with Committee I DPD RI in Jakarta, Tuesday, January 26, 2021.


The special autonomy fund allocation for Papua has increased significantly when compared to the special autonomy fund and the Special Infrastructure Fund that have been distributed over the last 20 years. The total funds that have been given to Papua and West Papua are Rp. 138.65 trillion.
 
"The increase in the special autonomy fund is due to big challenges and can accelerate the results, the amount of the special autonomy fund by looking at the financing needs and illustrates that the central government is committed to accelerating development and closing gaps," he said.
 
Sri Mulyani added that this large enough allocation of funds could be expected to catch up with Papua. Moreover, the special autonomy funds provided do not include transfers to regions and village funds, as well as ministries / agencies' budgets for Papua development.
 
"In the next 20 years we are catching up, learning from our weaknesses in implementing Otsus in the last 20 years and of course we hope that in the end we truly achieve the goals and spirit of Otsus itself to truly prosper the people of Papua and pursue gaps or lags," he concluded. he.
