Deputy Governor of Papua Klemen Tinal received the Budget Implementation List (DIPA) and Details of Transfer Allocation to Regions and Village Funds (TKDD) for the 2021 fiscal year from President Joko Widodo virtually via video conference.
"The total expenditure budget for 2021 in Papua is Rp. 44.2 trillion. Of that total, Rp. 38.8 trillion was in the form of transfer funds to the regions, Rp. 5.4 trillion in Village Funds, Rp. 6.3 trillion for ministry / agency spending, Rp. 164.2 billion in Dekon funds and Rp. 98 , 3 billion in co-administration funds, "Klemen explained.
In the video conference, Klemen continued, there were four important points that became the President's emphasis. The first is for budget owners to conduct an auction as early as possible, namely in December 2020.
"If the auction has been held in December, the Ministries / Institutions or Regions can start working on it since early January 2021," he explained.
The President also, said Klemen, asked that the distribution of social assistance be carried out in early January 2021. In addition, regional heads were asked to carry out budget reforms in order to move the people's economy.
“This budget reform must focus on things that increase community participation in the midst of the Covid-19 pandemic, such as labor-intensive programs. So that the community can be involved and have a better income and economy, "said Klemen.
Meanwhile, the latter concerns transparency and accountability for the use of both the APBN and ABPD budgets. With this, Klemen asked his staff and district / city governments in Papua to be responsible for budget accountability and transparency.
"The mechanism for using this budget is clear and the people may know. This is not private money but state money so the public needs to know. So that there is also social control from the community towards the effectiveness and efficiency of the use of government budgets in the regions, "said Klemen.
