The distribution of the Special Autonomy (Otsus) budget for Papua and West Papua Provinces will end in 2021. Currently, the Government is conducting a number of evaluation steps so that in the future the Otsus program can run well.
Regarding the development of this dynamic, one of the Christian religious leaders from Papua, Pdm. Yahya Simson Horik, SE said that the Special Autonomy Fund cannot be denied that it has a positive impact on development. However, it still needs to be followed by evaluation during its implementation.
"So the funds are real, the special autonomy is visible in several places, there are extraordinary developments. Then students who study outside the city, also receive assistance from the Special Autonomy fund. That's good, ”explained the Shepherd who lives in Kediri.
In implementing the Special Autonomy Fund, there are problems that still need to be addressed. "Human ability or development is rather slow. On the one hand, the development of development or funds for student lectures is real and very helpful. Only I see, the level of knowledge or independence is still lacking, ”he explained.
According to Pdm. Yahya Simson Horik, the rapid development of infrastructure in Papua has not been followed by developments in the quality of human resources. “There are still many people who don't do positive things, I don't know the reason. In terms of infrastructure, it is okay, but in terms of human resources it is still low, ”continued Gembala, who holds a bachelor's degree in economics.
The public is encouraged to use the Otsus funds optimally to develop human resource capabilities. Mr. Gembala also hopes that the Government and Regional Government, can find and solve the problem of why Otsus has not been running optimally, including why there are still some people who reject it.
"So that later (special autonomy funds) can hit it. The issue of Otsus needs to be seen deeply and clearly in the field, not only from the news, so that the people (who refuse) can ultimately accept Otsus, because Otsus covers many things or all areas in the Papua and West Papua Provinces, ”he concluded.
