The Minister of Home Affairs Explains the Importance of the Expansion of Papua, for Development and Shortening the Bureaucracy



The government and the DPR are currently discussing 3 Draft Laws (RUUs) related to the formation of three new provinces in Papua. Minister of Home Affairs (Mendagri) Tito Karnavian said the division of territory in Papua needed to be carried out for a number of reasons. Tito emphasized that regional expansion had a positive impact, namely accelerating development and shortening the bureaucracy. With the reorganization of the bureaucracy in Papua, decision making can be done more quickly. Then, bureaucratic reform was carried out so that public services would be better in the future.

"This expansion will accelerate development. Why? One, short bureaucracy. People from Asmat have to take care of high school, teachers take care, they have to go to Jayapura, how much does it cost? From Boven Digoel you have to go to Jayapura, it's far. From Paniai, Intan Jaya, all of them have to go to Jayapura," said Tito when met at the DPR RI Building, Senayan, Jakarta, Tuesday (21/6/2022). "Plus, we know that Papua's geography is very wide, 3 times the island of Java. And the terrain is heavy, mountain forest. The spread of society is very high. Therefore, one of the keys to accelerating this development is to expand," he said. The former National Police Chief said that regional expansion is not a new thing in Indonesia. According to him, several provinces have now become developed due to the division, such as Lampung, Jambi, Southeast Sulawesi, West Sulawesi, to Central Sulawesi.

“Before, Bengkulu, the Bangka Belitung Islands, was an area where employees were lazy to work there. Same with Sulawesi, people want to go to Mamuju first, I used to work there. It's too late to go to Central Sulawesi," said Tito. Tito hopes that this expansion can trigger the acceleration of development in Papua. Thus, the government can begin to expand in Papua next year. "When the law is completed, our task is to coordinate with the DPR to make the road map, the field steps, meetings between institutions, provinces and districts are all intense. I have assigned the Deputy Minister of Home Affairs to draw up the road map,” he added. Bill for the Establishment of 3 Provinces in Papua is Targeted to be Passed by the End of June

As previously reported, Commission II of the Indonesian House of Representatives (DPR) today discussed 3 bills related to the formation of three new provinces in Papua. The discussion of this bill is targeted to be completed by the end of June 2022. The discussion on the three bills related to regional expansion in Papua was attended by the Chairman of Commission II of the DPR Ahmad Doli Kurnia and the Minister of Home Affairs (Mendagri) Tito Karnavian. In the meeting, Tito explained that the division of territory in Papua is actually not a new thing. According to Tito, regional expansion in Papua can accelerate development in the area. “This model is also not something new in Papua. We know that in 2008 Papua was also divided and there was a new province of West Papua and we saw positive results," said Tito in the Commission II meeting room of the DPR RI Building, Senayan, Jakarta, Tuesday.

Tito gave an example of development in previously isolated areas, such as Tambrauw Regency, Maybrat Regency, and South Sorong Regency. He claimed that the three regencies are now open and accelerating compared to before. Therefore, Tito explained, 3 bills related to regional expansion in Papua were discussed in order to promote the welfare of the Papuan people. “This expansion aims to accelerate development. We all want the welfare of the Papuan people, especially the indigenous Papuans, to increase with this expansion ," he said. Furthermore, Tito submitted the problem inventory list (DIM) to Doli as the head of Commission II of the DPR.

Commission II of the DPR and the government also formed a working committee (panja) to discuss 3 bills related to the formation of 3 new provinces in Papua. "Then we will ask for the approval of the formation of a discussion committee," said Doli. Doli revealed that the finalization of the bill would be completed by Wednesday (29/6/2022). The bill is targeted to be brought to the plenary session to be passed into law the next day, namely Thursday (30/6/2022). "Monday, Tuesday, Wednesday, we finalize the bill, so that Wednesday we can decide on Level I. Then on the 30th, if I'm not mistaken Thursday, we can finalize the law. Hopefully this can be smooth, "added Doli. Previously, the DPR had set 3 bills related to the division of territory in Papua into a DPR initiative bill in the DPR plenary meeting on April 12, 2022. The three bills are the Bill on the Establishment of the South Papua Province, the Bill on the Establishment of the Central Papua Province, and the Bill on the Establishment of the Central Highlands Papua Province.
