The Papua Provincial Government welcomes the efforts of the Regional Representative Council (DPD) to push for the revision of Law Number 2001 concerning Special Autonomy for Papua according to the five frameworks determined by the Papua Provincial Government.
"In order for its implementation in the future, it will benefit the government and the people of Cenderawasih Earth," said Papua Regional Secretary Assistant for Economy and People's Welfare Muhammad Musa'ad in Jayapura.
He conveyed this after a virtual hearing (RDP) with the DPD at the Swisbel Hotel Jayapura on the same day.
Among the five frameworks are the recognition and transfer of authority to Papua. So there needs to be a rationalization of central and regional authority so that it becomes clear and does not overlap.
Second, regarding the institutional structure. This requirement was asked by the Papua Provincial Government to strengthen the position of the governor as the representative of the central government in the regions as well as the coordinator of the special autonomy management.
"So that districts and cities can have a relationship (in the management of special autonomy funds) with the province," said Musa'ad, as quoted by Antara.
Meanwhile, the third framework concerns finance. The Papua Provincial Government has proposed that there is only one source of funding from the center, namely through the Special Autonomy Fund.
"Even though the project will be carried out by the ministry of institutions, all of this must go through one funding. Don't be like today, there are Profit Sharing Funds, DAK, DAU, ministry agency funds," said Musa'ad.
Fourth, he continued, there must be a policy framework so that there are no overlapping policies issued by the central and regional governments. And fifth, legal aspects, human rights, including reconciliation.
"In essence, these five frameworks are what we want. How many articles are there please, the important thing still refers to these five frameworks," said Musa'ad.
Musa'ad hopes that the revision of the Special Autonomy Law will be a solution to the problem for Papua and not the other way around, instead it will create new problems.
Therefore, Musa'ad hopes that the DPD, as part of the MPR, will guard the revision process that occurs, because it has become a mandate in the TAP MPR.
"The point is we ask the DPD for us, that we do not want the change in the Special Autonomy Law to occur as offered by the center in 2008, which was stipulated by Law Number 35 Year 2008. Because, it turns out that the material substance is very shallow in only two articles," said Musa'ad. .
