In order to achieve prosperity, Indonesia has a National Long-Term Program Plan (RPJPN) for 2005-2025 with the goal of "The realization of Indonesia as an independent, advanced, strong archipelago and based on national interests". One of the efforts to achieve prosperity and its acceleration is through infrastructure development.
That is why, starting in 2017, the funds budgeted by the government for infrastructure are higher than for other sectors. In the 2017 State Budget, the government has prioritized infrastructure development with a budget of IDR 387.3 trillion, increasing to 123.4% per year 2017. This indicates that the government fully supports infrastructure development in Indonesia. In relation to marine infrastructure, there is a government program called the sea highway.
The sea highway is an idea by looking at the sea as a link between various regions in Indonesia. This program has been running since early November 2015.
What is the Sea Highway? The Sea Highway is a marine logistical transportation concept that was coined by President Joko Widodo. This program aims to connect major ports in the archipelago. With this inter-sea port relationship, it can create a smooth distribution of goods to remote areas so that there is an even distribution of the price of logistics for each item throughout Indonesia.
What is the sea highway for? This program aims at the mobility of people and goods so that it is hoped that the process of distributing goods (especially foodstuffs) will become easier. Which, in turn, has an impact on the prices of basic commodities that are increasingly evenly distributed throughout Indonesia. Ships that are used to cross the sea highway are ships that have a very large capacity and volume.
The sea highway development aims to realize connectivity and reduce the price gap between regions (western and eastern Indonesia) because there is no certainty about the availability of goods.
With regular ships serving as sea highway routes, transportation costs have decreased. Meanwhile, the benefits of sea highway development include (1) realizing the Nawa Cita. In the first point of Nawacita, President Joko Widodo's priority agenda is to strengthen the identity of the Indonesian nation as the largest maritime nation in the world.
(2) Increasing Welfare. With the operation of the sea highway, all the prices of basic necessities throughout Indonesia will be the same so that the distribution price is no longer as expensive as before the Sea Toll program. (3) Increase the independence and income of Indonesian fishermen. The port which was inaugurated by President Joko Widodo now has better facilities than before, especially in the fish storage facility that fishermen will sell. It is bigger and cleaner so that it can be used by fishermen to sell more fish.
(4) Reducing Indonesia's unemployment rate. Of the approximately 270 million population of Indonesia, as many as seven million of them are unemployed. Through this program, it is hoped that the figure of seven million can be reduced because the infrastructure of each region of Indonesia is improved so that it is more feasible and attractive as a place to visit local and foreign tourists.
(5) Another benefit is equalizing development to remote areas; lowering the price of goods, especially in eastern Indonesia; developing Indonesia from the periphery by strengthening regions and villages; smooth distribution of goods to all parts of Indonesia, especially to remote areas; help the process of economic growth in Indonesia.
