Need a Grand Design for Integrated Development in Papua



The Chairman of the People's Consultative Assembly of the Republic of Indonesia, Bambang Soesatyo, emphasized the need for an integrated development grand design to accelerate the development of welfare, including the empowerment of women in Papua.

Given the special autonomy fund (Otsus) for Papua that has been disbursed for almost 20 years, it has reached Rp. 92.24 trillion, but it has not been able to answer the various problems that have occurred there.

"Grand design is also needed so that the management of the use of the Special Autonomy funds in the future can be more efficient and right on target," said Bamsoet.

"At the same time simplifying the regulations so that there is no overlap between the central, provincial and regency and municipal governments in Papua," said Bamsoet.

The government is currently preparing a limited revision of Law No. 21/2001 on Special Autonomy for Papua. The amendment is not to revoke the status of Otsus for Papua, but to extend the provision of special autonomy funds, which according to the provisions of Article 34 paragraph 3 letter c point 6, is only valid for 20 years (2001-2021).

"As emphasized by the head of Bappenas, the provision of special autonomy funds for Papua will end in 2021. So that after 2021 the Papuan people can continue to receive Otsus funds, the provisions in article 34 must be revised," said Bamsoet.

The plan, he continued, was that the government would increase the Papua Special Autonomy fund from 2 percent to 2.25 percent of the total National DAU ceiling. Apart from revisions to Article 34, it is also necessary to consider revisions to Article 76 and Article 77 so that the process of dividing Papua into five regions can run smoothly.

The head of the FKPPI State Defense Agency explained that besides having a wealth of natural resources in the form of mineral reserves, Papua also has various economic potentials that are no less great. Such as tourism, fisheries and agriculture. If it is well developed, it can improve the welfare of the Papuan people.

"In the near future, President Joko Widodo will issue a Presidential Instruction (Inpres) concerning the Acceleration of Welfare Development in Papua, as a continuation of Presidential Instruction No. 9/2017. So that the various potentials possessed by Papua can be utilized as much as possible for the prosperity of the Papuan people," concluded Bamsoet.
